GENERAL DESCRIPTION
Provides advanced (senior-level) administrative and consultary work for the agency's sexual behavior treatment program (SBTP), which offers a full complement of sexual behavior treatment services to youth with sexual behavior problems who have been committed to the TJJD or are receiving services in the community. Responsibilities include consulting and supervising the work of licensed and associate level sex offender treatment providers responsible for providing treatment services directly to youth assigned to a TJJD state-operated high security correctional facility and/or a county juvenile probation department. In addition, work involves overseeing the preparation of or preparing management and operational reports; representing and making presentations regarding the SBTP at meetings; providing training as needed; acting as a liaison to other TJJD departments regarding SBTP activities and youth treatment; acting as a consultant to other agencies as directed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May be required to be on call.
ESSENTIAL DUTIES
Collaborates in the development and oversees the implementation of guidelines, procedures, policies, rules, and regulations to enhance the SBTP; monitors compliance and takes necessary action to ensure compliance with applicable laws, rules, regulations, policies, and standards, including the agency's case management standards and the Council on Sex Offender Treatment (CSOT) rules. Provides consultative services and technical assistance, presentations, and training to staff and other stakeholders; provides guidance and training to staff in the development and integration of new methods and procedures and oversees the implementation of program changes; provides guidance to employees in handling difficult or complex problems relating to treatment activities. Represents the agency at meetings, hearings, conferences, and seminars, or on boards, panels, and committees as directed; (for example the Risk Assessment Review Committee (RARC)) acts as a liaison to other TJJD departments regarding program activities and youth treatment; acts as a consultant to other agencies and serves as a liaison with state organizations as directed. Plans, assigns, and oversees the work of supervised staff; promotes ethical leadership, excellent performance, confidentiality, a positive working environment, and professional development. Performs a variety of related duties not listed, to be determined and assigned as needed Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Will be required to travel up to 25% of the time. MINIMUM QUALIFICATIONS
Master's degree with certification as a licensed sex offender treatment provider (LSOTP). A minimum of two years of wage-earning clinical experience in the areas of assessment and treatment of sex offenders. Completed course hours toward a doctoral degree in psychiatry or psychology may substitute for up to two years of wage-earning experience on a basis of 12 hours for one year of experience. Pre-employment conditions require acceptable results from mandatory: pre-employment drug test; finger printing, criminal records check, and TB testing; Fitness-for-Duty Assessment which may include both physical and behavior evaluations. Requirements for
Continued Employment:
Obtain LSOTP Supervisor designation no later than two years after employment in this position if such designation is not held upon hire. Failure to maintain LSOTP certification, and LSOTP supervisor designation after receipt, in good standing for any reason is grounds for termination of employment.
Experience and Education Substitutions:
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Experience requirements may be satisfied by the prorated part-time equivalent.
Note:
Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution. This position is subject to mandatory pre-employment drug testing and any offer of employment is contingent upon acceptable results from a drug screen conducted for the agency.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of juvenile sex offender risk assessment, treatment practices and principles, family interventions, and regulatory standards. Knowledge of and ability to train in juvenile sex offender principles and treatment techniques and related family counseling. Knowledge of and ability to train case management and treatment planning techniques related to juvenile sex offender treatment, including family counseling and family reintegration. Knowledge of or ability to learn the legal issues related to commission of sex crimes by juveniles and of the juvenile justice system. Knowledge of sex offender registration laws and procedures. Knowledge of clinical supervision principles and the ability to provide clinical supervision toward primary mental health licensure and certification as a licensed sex offender treatment provider. Knowledge of or ability to acquire knowledge of TJJD and its programs. Knowledge of the principles and practices of public administration and management. Knowledge of budget preparation and analysis. Skills in communicating and working effectively with youth, family, and the public. Skill in and willingness to physically restrain youth in the appropriate manner, maintain order and discipline, and act quickly in emergencies. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Skill in operating computers and applicable computer software and using high level data and informational reports as a program management tool. Skill and proficiency in administrative leadership, training, evaluating, and assessment. Skill in identifying measures or indicators of program performance and using resources to achieve optimal results. Skill in compiling, evaluating, and presenting program information. Ability to work with youth in an empathetic and understanding manner and foster the cooperation of youth in the treatment process. Ability to appropriately respond to abusive language and conduct in a manner consistent with instructions received in training. Ability to remain alert, observant, and physically able to respond appropriately to work situations or emergencies including, but not limited to, physical restraint of youth. Ability to develop training curriculum related to the assessment and treatment of juvenile sex offenders. Ability to interpret and explain laws, rules, regulations, policies, and procedures to different audiences and make clear oral presentations of facts or ideas. Ability to develop and evaluate policies and procedures. Ability to coordinate program activities and establish goals and objectives. Ability to plan, develop, and implement workshops and conferences for parents and youth. Ability to encourage others to become involved in solving problems, recognize when a group requires direction, and effectively interact with a group to guide them to accomplish a task. Ability to prioritize and manage multiple tasks; plan, organize, and coordinate work assignments; and meet deadlines. Ability to work collaboratively with all stakeholders and maintain a professional, courteous demeanor. Ability to recognize when decisions are required, process information logically, make decisions, and demonstrate the soundness of those decisions. Ability to plan, assign, and/or supervise the work of others and lead and coordinate work assignments of employees engaged in many different tasks. Ability to work flexible hours as necessary and travel as needed.
