Exempt Purpose of Classification:
The purpose of this classification is to manage the planning and funding of roads construction and maintenance projects including the inspection of in-house and contracted road construction and maintenance projects to ensure compliance with plan and contract specifications and applicable ordinances.Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Manages design, development, construction and/or implementation of complex, multi-year, County-wide projects: prepares Requests for Proposal and bid documents; establishes project priorities and schedules; prepares reports and designs and/or reviews reports and designs from consultants; conducts overall project evaluation; coordinates and reviews the work of contracted engineers, County staff and other project service providers: works with contractors to make design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate. Conducts and/or reviews modeling, planning, and engineering studies in support of projects: provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal staff. Develops preliminary/final plans and designs using CAD and other engineering/drafting tools: and develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan. Conducts field inspections of road construction and maintenance project sites: inspects roadways, bridges, drainage structures and other items; reviews approved construction plans and compares to actual construction; ensures all construction activities comply with applicable local, state, and federal codes, ordinances, and standards; and maintains logs and files regarding inspection activities. Coordinates contractors engaged in road construction and maintenance projects on behalf of theCounty:
conducts Newton County, Georgia Transportation Engineer contractor meetings; schedules and coordinates inspections and meetings with County departments and other state and federal agencies; anticipates, prioritizes, and times inspections to minimize interference with project progress; provides guidance in unique construction situations; and negotiates and resolves discrepancies with contractors.Coordinates pre-construction activities:
reviews and evaluates construction plans and contracts for projects; conducts site assessments; identifies conflicts with existing field conditions; ensures rights-of-way are secured; researches utility locations, staging, and other conditions; compiles materials list and estimates materials costs; anticipates constraints and technical challenges likely to impact projects; and makes recommendations concerning improvements, modifications, or other aspects of project planning. Inspects construction materials and workmanship for quality and contract compliance: visits project sites; assesses site conditions; takes samples as needed for testing; verifies that material quantities match contracts and invoicing; inspects construction projects for adherence to safety protocols, project schedules, documentation requirements, and other items; and ensures compliance with contract specifications and local, state, and federal codes, standards, and regulations. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards or retains, as appropriate, various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Communicates with County administrators and elected officials, other County employees, contractors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Additional Functions:
Performs other related duties as required.Minimum Qualifications:
Bachelor's Degree in Civil Engineering or a related field preferred; supplemented by seven years of progressively responsible experience in transportation engineering and construction management, to include lead or supervisory experience.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Specific License or Certification Required:
Must possess and maintain a valid Georgia driver's license. Must possess and maintain the following additional certifications or licensures: Registered Professional Engineer; Level 2 Certified Design Professional from Georgia Soil and Water Conservation Commission; and Local Administered Project certification from Georgia Department of Transportation.Specific Knowledge, Skills, or Abilities :
