Job Description

ROAD ENGINEER

Pay Range:
$35.00-$45.00 per hour, commensurate with experience and qualifications
JOB DESCRIPTION
Under broad direction, performs professional engineering duties in the planning, design, bidding, construction, inspection, and maintenance of County roads, culverts, storm sewers, and related transportation infrastructure. The Road Engineer manages assigned projects from initial evaluation and planning through design, bidding, construction, and completion. The position works closely with the County Engineer, Highway Garage, project inspectors, contractors, consultants, Township Trustees, public agencies, and members of the public to ensure projects are properly planned, coordinated, and completed.
EXAMPLES OF DUTIES
The following duties are illustrative only. An employee may perform some or all of these duties or other job-related duties as assigned. Evaluates and manages County roads, culverts, drainage, and storm sewer projects from design through construction, including plans, specifications, cost estimates, and bidding/contracting. Oversees construction activities with contractors, inspectors, and County staff, reviewing pay estimates, change orders, and project records. Reviews right-of-way and utility conflicts, and coordinates with property owners, municipalities, townships, and other stakeholders. Identifies and secures Federal/State grant funding, preparing applications and monitoring compliance and deadlines. Manages Wood County's annual ODOT mileage certification. Leads public meetings and responds to community inquiries on roads, construction, drainage, and permits. Coordinates with the Highway Garage on maintenance activities and provides technical guidance to staff. Serves as primary liaison between the County Engineer, project managers, inspectors, townships, contractors, and the public, processing permits, bids, invoices, and related departmental records.
MINIMUM QUALIFICATIONS
Bachelor's degree in Engineering, Civil Engineering, or closely related field; supplemented by progressively responsible engineering and project management experience; or any equivalent combination of education and experience that provides the requisite knowledge, skills, and abilities for this position. Must possess and maintain a valid Ohio Driver's License and Professional Engineer License. Experience in local government, roadway design, construction, project management, or related infrastructure work is desirable.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Civil engineering principles and practices. Roadway and drainage design and construction. Construction techniques, methods, materials, and inspection practices. Engineering plans, specifications, estimates, and project documentation. Project management principles and practices. Applicable policies, procedures, and requirements of the agency. Public relations and customer service principles.
Ability to:
Plan, organize, prioritize, and manage multiple engineering projects. Analyze engineering and construction problems and develop practical solutions. Prepare and review engineering plans, specifications, estimates, permits, invoices, and project documentation. Perform engineering calculations involving quantities, areas, volumes, cubic yards, costs, and related measurements. Communicate effectively with contractors, consultants, public officials, employees, and members of the public. Establish and maintain effective working relationships with others. Exercise independent judgment and make sound decisions within established policies and procedures. Work effectively in both office and field environments.
