Description About WSDOT The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT leads an award-winning Active Transportation Plan, manages the world's longest floating bridge, and operates the largest ferry system in the nation! The Opportunity WSDOT is seeking a Transportation Engineer 3 to serve as the Scoping Team Lead for Snohomish County within the Northwest Region Program Development Office. In this role, you will develop and document project scopes, schedules, and cost estimates for highway improvement and preservation projects within the Highway Construction Program, ensuring alignment with agency priorities and funding constraints. You will collaborate closely with internal offices and state and local partners to support project development, consistency, and delivery. A strong candidate will demonstrate expertise in project scoping and cost estimating, knowledge of highway design and construction practices, the ability to analyze and interpret technical data, and strong coordination and communication skills. What to Expect This position may be required to perform field work and meetings at off-site locations on a regular, sporadic or as needed basis. Field work may require traversing uneven ground, conducting reviews during poor weather conditions and alongside busy highways. Among the varied range of responsibilities held within this role, the Scoping Team Lead will: Develop and coordinate project scopes, schedules, and cost estimates for projects identified in the strategic plan and statewide prioritized lists. Research engineering records, contract plans, and reports to support scoping document development; analyze data to ensure conformance with current design standards and requirements. Apply engineering guidelines, standards, and professional judgment in developing project scopes. Read and interpret engineering reports/analyses and develop solutions to address identified deficiencies. Evaluate scoping alternatives using available data, form conclusions and support decision-making; develop scoping-level cost estimates for proposed construction projects. Utilize WSDOT manuals and resources (Design Manual, Standard Specifications, Standard Plans, Plans Preparation Manual) to support scope and estimate development. Develop ArcGIS Pro maps and graphics to support project scoping and documentation. Oversee and coordinate project office staff and scoping activities to ensure timely, accurate, and policy compliant delivery of project scopes, estimates, and program requirements. Experience tracking assignments or deliverables, reviewing work for accuracy, and meeting deadlines in a structured environment.Data & Systems Management:
Experience maintaining and validating data in databases or systems, ensuring accuracy and resolving discrepancies.Growth Mindset:

Takes action to meet the needs of others. In addition to the competencies above, the following are also required: A valid driver's license and the ability to operate state-owned vehicles. Ability to perform field reviews and collect data for the purpose of scoping and estimating projects in outdoor environments, including traveling to and accessing project sites. It is preferred that qualified candidates also demonstrate:WSDOT Standards, Policies, and Procedures:
Working knowledge of current WSDOT design and construction standards, policies, and procedures, and the ability to apply them to support project development and delivery.Geospatial Analysis and Tools:
Proficient use of ArcGIS Desktop and ArcGIS Explorer to analyze, interpret, and apply geospatial data in support of project scoping and decision-making.Business and Productivity Software:
Proficient use of Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook, to develop documentation, analyze data, communicate information, and support project coordination.Cost Estimating & Scoping Expertise:
Experience preparing preliminary or scoping-level cost estimates and evaluating project alternatives or benefits.GIS & Technical Tools:
Experience using GIS tools (e.g., ArcGIS Pro) and other technical or data systems to support project development.Leadership & Team Support:
Experience leading, mentoring, or coordinating the work of others and ensuring quality deliverables.Standards & Policy Application:
Familiarity with engineering manuals, specifications, or organizational standards and policies.Grant Support:
Experience contributing to grant applications, including cost estimates or supporting documentation. Important Notes This recruitment may also be used to fill additional positions for business needs. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. The salary listed includes the legislative approved 5% salary premium for positions in King County.
