Supports permitting modernization by developing technical standards, guidance, and performance metrics while ensuring compliance with state and federal environmental regulations. Provides technical leadership, mentoring, and quality assurance for engineering staff, coordinates with federal, state, and local agencies on critical infrastructure projects, and contributes engineering expertise to regulatory reform efforts that improve permitting efficiency while protecting water quality and public health.
