The principal function of an employee in this class is to inspect various construction projects for quality of material and methods used. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with assigned supervisors, other City employees, engineers, vendors, other related professionals, and the public. Inspects and monitors work done by contractors for Water Renewal and other assigned City of Nampa projects to ensure compliance with all related project contract documents, City codes and standards; performs other duties as required or assigned. The position demands an organized and detail orientated approach, as well as the ability to communicate and maintain an effective working relationship with assigned supervisors, other City employees, engineers, vendors, contractors, other related professionals, and the general public.ESSENTIAL FUNCTIONS
Inspects public works construction projects, including ensuring work performed is in accordance with project specifications and plans, reviewing quality of work by contractors, and noting any changes needed on-site or underground. Transcribes field data and reports, including writing reports describing on-site activities and conditions pertaining to each project. Provides data and information to engineering and construction firms to develop contracted projects, including advising engineers when design modifications are necessary in order to meet City code specifications. Develops drawing of records, including recording field notes and measurements from various locations to lines and fittings, and documenting findings onto plans. Maintains a complete and accurate diary of daily work activities, including taking field notes of weather conditions, conversations with contractors and engineers, and all work performed at on-site locations as required. Researches and responds to questions on a variety of issues from contractors, citizens and municipal and City employees including routing questions to appropriate personnel as needed. Performs utilities testing, including testing related to quality of work as built, hydrostatic testing of water systems, pressure testing sewers and running ground water, percolation testing and measures quantities, width, depth and size of related materials. Performs final inspections to ensure project compliance with City codes and standards, including making recommendations for necessary changes, repairs or replacement of project component parts and materials. Locate underground City Utilities in a timely and accurate manner as requested, including compiling research information for each location and physical site inspections. Utilize the City's Geographical Information Systems (GIS) to identify location of City utilities. Reviews and provides input on project record drawings prior to acceptance, to ensure validity of utility locations. Assumes responsibility for other duties as required or assigned. Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions. Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas. Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities. REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS
High School Graduate or General Education Degree (GED). 4 plus years of experience in Related Construction Projects Or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work. Valid State of Idaho Driver's License. Ability to operate or quickly learn to operate a personal computer and mobile devices using standard and customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. All applicants must be able to successfully pass City of Nampa background check processes and drug testing, which may include reference checks, criminal history checks, driving record checks, and pre-employment, random, and post-accident drug tests.REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Strong oral and written communication skills. Some knowledge of the City's Waterworks System. Some knowledge of Federal, State and City rules and regulations regarding the safe production and delivery of potable and non-potable water to the public. Some knowledge of light, heavy and motorized equipment. Some knowledge of basic pump operation, pump station design, electrical motors, system flow requirements, pressure requirements, and repair methods to maintain system integrity. Ability to work with hazardous chemicals and equipment in a safe and proper manner. Ability to use a laptop computer, GPS, and GIS technology to access system maps, and locate valves. Ability to meet the physical demands of mechanical and labor-intensive duties. Ability to read and comprehend site plans, blueprints, and installation directives. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Ability to understand and follow verbal and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations. The principal duties of this class are performed in both a general office environment and in the field in a variety of terrains and weather conditions.
