Job Description

Leads the County's environmental compliance efforts by managing erosion and sediment control programs, coordinating plan reviews, conducting field inspections, and addressing stormwater and land disturbance issues. Partners with internal staff, state agencies, and the public to balance development with environmental stewardship and regulatory compliance. The position will remain open until filled; however, initial review of applications will begin immediately, with first-round interviews anticipated the week of May 11. Coordinates plan review with Powhatan County Public Works, the Virginia Department of Transportation (VDOT) and the Virginia Department of Environmental Quality (DEQ) Conducts environmental field surveys for land use cases and makes appropriate recommendations. Coordinates with Planning Director to develop amendments to the Erosion and Sediment Control (ESC) ordinance for review by the Board of Supervisors. Initiates and manages enforcement actions related to ESC and stormwater runoff issues. Investigates stormwater runoff, erosion, and sedimentation complaints and recommends solutions and/or issues enforcement actions such as "Stop Work" orders. Makes presentations on environmental issues to public groups, the Planning Commission, and the Board of Supervisors Performs ESC inspections on both commercial and residential projects. Engages with other Planning & Zoning staff and across Community Development functions to ensure appropriate awareness of relevant issues and coordination regarding ESC approvals. Plans daily inspection routes for residential subdivision and commercial site inspections. Processes performance bonds for ESC compliance. Provides customer service in matters related to planning, zoning, and environmental management. Represents the county on regional environmental committees; involved with broader environment-related subjects as time allows.
For example:
alternative energy, climate change, air quality, and hazard mitigation, etc. Reviews and approves ESC plans and land disturbance permit applications. Serves as the ESC program administrator; ensures compliance with state requirements. Works in conjunction with plan review staff to coordinate internal review of ESC plans. Performs related duties as needed to assist in the operations of the Department. Possession of, or ability to obtain within twelve (12) months of hire, Virginia Erosion and Sediment Control (E&S) certifications as a Program Administrator, Plan Reviewer, and Inspector is required. Bachelor's degree in Environmental Science, Landscape Architecture, Civil Engineering, or a related field is preferred. An equivalent combination of education, training, and demonstrated experience that provides the required knowledge and skills will also be considered. Typically requires one to three years of experience sufficient to understand and perform the essential functions of the position. Possession of or ability to readily obtain a valid driver's license issued by the State of Virginia for the type of vehicle or equipment operated. Knowledge of Erosion and Sediment Control program requirements. Knowledge of federal and state environmental regulations. Knowledge of state Department of Transportation rules and regulations. Knowledge of the county code and ordinances. Knowledge of general hydrology. Knowledge of computers and job-related software programs. Skill in interpreting construction drawings. Skill in conducting a variety of inspections. Skill in prioritizing and planning. Skill in interpersonal relations. Skill in the training and supervision of personnel. Skill in oral and written communication.
