NATURE OF WORK
Under the direction of the Customer Service Manager or designee, performs technical work in conjunction with the Town's Cross Connection Control, Industrial Pretreatment, Aquifer Protection, and Water Supply Data Programs in accordance with federal, state or local regulations.ESSENTIAL JOB FUNCTIONS
Performs an annual cross-connection survey as required by the Public Health Code 19-13-B102(f) or any amendments thereof, on all customers that meet the criteria established by the Code, or as instructed. Performs certified tests on RPD (Reduced Pressure Device) devices installed within the water system. Establishes, performs and maintains an industrial pretreatment program in the Town of Manchester in compliance with regulations of the State Department of Environmental Protection. Establishes, performs and maintains the Fats, Oils, & Grease (F.O.G.) program in the Town of Manchester in compliance with regulations of the State Department of Environmental Protection. Submits annual reports to appropriate State agencies of the findings of these programs / surveys. Makes referrals to appropriate local or State Health Departments or State Departments of Environmental Protection of potentially hazardous conditions. Provides follow-up for remedial actions. Acts as a liaison between the utility and state and local departments on environmental issues. Prepares and maintains records as required under OSHA Hazard Communication Standards and under SARA Title III (Superfund Amendments and Reauthorization Act). Takes samples in reference to sanitary inspection or programs. Performs sanitary field inspection of reservoir, aquifer and / or industrial, commercial or residential establishments; Compiles and prepares hydrologic data on reservoirs, wells or precipitation for submission of periodic reports to the State. Prepares and oversees emergency plans for watershed and aquifer protection.OTHER JOB FUNCTIONS
Oversees and issues Watershed Use permits. May perform sanitary surveys of aquifer and watershed lands as needed. Acts as Hazardous Material Spill Liaison during spill events that may endanger sources of water supply and acts as Conservation Officer during drought conditions. Performs other duties as assigned.DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of public health codes as they relate to watershed and aquifer source protection, surveillance and pollution abatement programs and cross-connection studies. Knowledge of the Federal Safe Drinking Water Act, Clean Water Act, and Resource Conservation and Recovery Act. Ability to compile scientific data and organize it in a logical sequence for reports and recommendations. Knowledge of chemistry and bacteriology, particularly as applied to the analysis of water. Knowledge of water utility operations and watershed and aquifer management and maintenance. Knowledge of SARA Title III and OSHA Hazard Communication Standards. Knowledge of the theory and practical applications of cross-connection control and cross-connection control devices as well as industrial pretreatment and industrial waste treatment technology. Ability to develop and maintain effective relationships with the general public and fellow employees and to communicate clearly and concisely, both orally and in writing. General knowledge of computer use and ability to learn current computerized record-keeping systems.PHYSICAL AND MENTAL EFFORT/ENVIRONMENTAL AND WORKING CONDITIONS
Must be mobile and able to perform simple manipulative skills which require arm-hand steadiness. Able to see objects far away, as in driving, and closely, as in reading reports. Able to hear normal sounds with some background noise and to communicate through human speech. Able to concentrate on fine detail with little interruption. Needs to attend to a task function for 45-60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time. Able to remember multiple tasks / assignments given to self and others over long periods of time. Ability to get along with co-workers, supervisors, customers and the public at large. Exposure to seasonal conditions in outside weather.MINIMUM TRAINING AND EXPERIENCE A
Bachelor's degree in Environmental Sciences or related field and one (1) year's related experience in a water utility. Ability to obtain a State of Connecticut certification as a Backflow Preventer Tester and a Cross Connection Survey Inspector within one (1) year of initial employment. Must possess a valid State of Connecticut motor vehicle operator's license. Suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his designee. (THEABOVE DESCRIPTION IS ILLUSTRATIVE.
