Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy. Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience. Professional certification as a Facility Manager desirable. Demonstrated skill to apply advanced concepts, principles, methods, techniques, procedures, and/or practices to area of responsibility. Knowledge and skill sufficient to develop, schedule, coordinate and implement programs in area of responsibility. Skill in working and communicating effectively with managers and employees from other groups. Comprehensive understanding of the MSTS execution planning and NFO authorization basis processes desirable. Working knowledge of Real Property Asset Management (RPAM) program under
DOE 0 430.1C.
Previous experience working at, and knowledge of, the Nevada National Security Sites highly desirable. Excellent oral and written communication skills, strong management and administrative skills, and well-developed leadership skills. The primary work location will be at the Nevada National Security Site (NNSS) located 65 miles northwest of Las Vegas, Nevada May be required to rotate between NNSS and NLV locations. Work schedule will be 4/10s Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver's license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Oversee the prioritization, discovery, development, and successful completion of Program Integration Board (PgIB) facility and infrastructure improvement projects. Track projects progress through bi-weekly meetings and manage the SharePoint site. Partner with EIP on the design and planning of new facilities. Advocate for tenant operations in new and existing facilities. Work with senior management on the resolution of legacy facility issues, understanding risk and sustainment levels to steer decisions on divestment strategies for non

Provide supervision to personnel assigned to the oversight and technical management of Energy Storage Systems and the UPS Permit process across the enterprise. Facilitate work execution for the National Weapons Laboratories and Other Government Agencies to support mission needs. Develop authorization basis documentation and ensure compliance with MSTS work authorization and work control requirements. Perform management assessments for compliance with relevant MSTS policies and procedures. Interface with National Nuclear Security Administration/ Nevada Site Office (NNSA/NSO) Facility Representatives to address facility-related concerns. Assist in the development of the Ten-Year Comprehensive Site Plan. Actively promote MSTS energy management initiatives and participate in energy conservation efforts to achieve reductions in assigned facilities. Ensure compliance with the core principles of Integrated Safety Management. Collaborate with the Division Manager and other department managers to identify root causes for accidents and immediate mitigating actions to reduce hazards. Promote MSTS cost reduction initiatives. Promote and practice team building across the organization, assuring a cohesive and stable work force. Perform related work as assigned by Director.
