Position Summary We are seeking an experienced, highly organized, and hands-on Working Facilities Project Manager to oversee, direct, and actively participate in facilities support and construction projects. As a "player-coach," you will balance high-level project management—such as contract compliance and budget oversight—with direct, hands-on technical leadership in core trades, including HVAC, electrical, plumbing, and general maintenance. You will be responsible for delivering projects on time, within budget, and according to strict Performance Work Statement (PWS) requirements while serving as the on-site technical expert. Key Responsibilities Hands-On Trade Leadership (Working Manager): Actively perform, supervise, and troubleshoot complex technical work across multiple disciplines, including HVAC systems, electrical infrastructure, plumbing repairs, and comprehensive general building maintenance. Serve as the primary on-site subject matter expert for technical escalations.
Project Oversight:
Manage the full lifecycle of facilities projects, including mechanical upgrades, trade-specific construction, hazard abatement, and environmental safety initiatives for government and commercial facilities.
Contract Compliance:
Ensure strict adherence to government contract requirements, including navigating Contract Line-Item Numbers (CLINs) and meticulously analyzing Performance Work Statements (PWS).
Labor & Wage Management:
Oversee compliance with the Service Contract Act (SCA) and prevailing wage determinations across all project staffing, in-house trade workers, and subcontracting efforts.
Security & Access Control:
Coordinate personnel security requirements for project staff, including managing site access restrictions (e.g., USSS) and navigating background investigation and clearance procedures (e.g., DCSA) to ensure uninterrupted project execution.
Resource & Budget Management:
Develop and manage project budgets, schedules, and resource allocation. Source materials, coordinate equipment rentals for trade work, monitor financial performance, and implement corrective actions when necessary.
Quality & Safety Assurance:
Enforce housing quality standards, building codes (MEP), and robust environmental safety and health protocols (including OSHA compliance) on all project sites. Ensure all trade work passes necessary inspections.
Stakeholder Communication:
Serve as the primary point of contact for clients, subcontractors, and internal teams, providing regular project status reports and resolving technical and administrative issues proactively.
Qualifications Education:
Bachelor's degree in Facilities Management, Construction Management, Engineering, Business Administration, or a related field (extensive, direct field experience and trade mastery may be considered in lieu of a degree).
Experience:
Minimum of 5 years of experience in project management or facilities management, combined with substantial, demonstrated hands-on experience in one or more core building trades (HVAC, Electrical, Plumbing, or heavy General Maintenance). Proven track record of managing federal government contracts.
Trade Certifications:
Active master or journeyman licenses, or relevant industry certifications in HVAC (e.g., EPA Universal), Electrical, or Plumbing are highly desirable.
Knowledge:
Deep understanding of MEP (Mechanical, Electrical, Plumbing) systems, building codes, the Service Contract Act (SCA), prevailing wage determinations, and federal procurement processes.
Clearance:
Ability to obtain and maintain required security clearances and site access approvals (active clearance is highly preferred).
Skills:
Exceptional technical troubleshooting, organizational, leadership, and communication skills. Proficiency in project management software, work order systems (CMMS), and financial tracking tools.
