Finance and Business Manager 40 Old Farms Road, Willington, CT 06279 Full-time Full-time Finance/Business Manager The Town of Willington is seeking an experienced Finance/Business Manager. The Finance/Business Manager is a strategic leader responsible for providing comprehensive financial management services to the Town of Willington and the Willington Board of Education. The successful candidate will provide leadership, vision, and direction in developing both long and short-term financial policies, procedures, and plans that support the Town's financial goals and strategies. This position oversees the accounting systems, financial records, and internal controls, ensuring that accurate and timely data is provided to all departments, offices, boards, and commissions, as well as to external agencies. Supervision Received and Given This individual reports to the First Selectman while working under the direction of both the Superintendent of Schools and First Selectman, with responsibility to the Board of Finance and the Willington Board of Education. This individual supervises other finance office staff including the Accounting Assistant, Account Analyst, and Payroll Coordinator. Typical Duties The Finance/Business Manager assumes overall administration of the school and municipal systems for budgeting, payroll, accounts payable, accounts receivable, retirement plans, insurance and risk management, fixed asset recording, capital and debt planning and management, internal and external audits, bid preparation, state and federal grants, bonding, and purchasing/vendor management. They direct the development, implementation, and administration of the annual operating and capital improvement budgets. This includes revenue forecasting, monitoring expenditures, and recommending budget adjustments. The Finance/Business Manager provides financial controls for all departments that collect revenue, prepare financial statements and reports, and oversee accounts. The Finance/Business Manager ensures compliance with financial reporting requirements. Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards are expected. The Finance/Business Manager is required to exercise considerable independent judgment in performing the duties of this position for all areas under their direction and control. The person in this role must have strong interpersonal skills and must be a collaborative professional who can work effectively with town officials and community members to ensure financial resources are managed effectively and transparently Required Qualifications Valid motor vehicle operator's license Must be eligible for bonding in accordance with Connecticut State Statutes Degree in Accounting, Finance, Business, or Public Administration from an accredited college or university Five (5) years of experience in school and/or municipal government accounting Related and provable experience or an equivalent combination of education, training, and experience will be considered Desirable Qualifications Certified Public Finance Officer (CPFO) certification through GFOA of CT Knowledge of the Infinite Visions municipal accounting system Certified Public Accountant 085 School Business Manager certification from the State Department of Education Physical Requirements The Director of Finance performs work in a professional office environment, with occasional fieldwork related to the role. Routine use of standard office equipment is required, and the noise level is typical of an office environment. The employee must occasionally lift and/or move up to 20 pounds. In the course of duties, the employee regularly stands, sits, walks, speaks, and hears, and occasionally reaches and bends. The applicant will be required to successfully complete pre-employment drug testing and an applicable background check. Work Schedule and Benefits This is a full-time forty (40) hour work week with a flexible schedule and is not remote. This position occasionally requires hours beyond the regular schedule, including evening Board and Commission meetings and other evening and weekend work as job duties demand.
