$128,390-$186,166 DOE Position Summary Under the direction of the City Manager, the Finance Director serves as the City's chief financial strategist and a key member of the executive leadership team. This position provides organizational leadership and policy guidance to ensure the City's long-term financial sustainability, operational efficiency, and transparency. The Finance Director provides strategic leadership and oversight of the City's financial operations to ensure fiscal integrity, accountability, and transparency. This position directs and manages the Finance Department's activities and staff, including budgeting, revenue management, financial planning, accounting, debt administration, investments, and financial reporting. The Finance Director serves as a key advisor to City leadership on all financial matters and ensures that financial policies, practices, and systems support the City's strategic and operational goals. Duties and Responsibilities Department Leadership and Management- Provide strategic direction and management for all Finance Department operations, including accounting, accounts payable, payroll, budget, investments, and tax administration
- Develop and implement financial policies, goals, objectives, and performance standards for the department
- Oversee staffing structure, recruitment, and development of professional, technical, and administrative staff; ensure appropriate delegation of duties
- Evaluate departmental performance, service delivery, and internal controls; recommend and implement improvements to enhance efficiency and compliance
- Oversee the preparation of all financial statements, management reports, and analysis Budget Development and Financial Planning
- Direct the preparation, coordination, and administration of the City's annual operating and capital budgets
- Provide financial forecasts and long-range fiscal planning to support City priorities and strategic initiatives
- Advise the City Manager and City Council on the financial impacts of policy decisions and economic trends
- Ensure accuracy, transparency, and compliance of all budget documents and presentations Accounting and Financial Reporting Oversight
- Oversee accounting operations to ensure compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements
- Provide direction and oversight to staff responsible for journal entries, reconciliations, and financial transactions
- Ensure integrity and reliability of the City's financial systems and internal controls
- Coordinates and oversees the annual audit process and preparation of the Annual Comprehensive Financial Report (ACFR) Treasury and Investment Management
- Oversee investment of City funds in accordance with established policies and state statutes
- Monitor market trends and investment performance to maximize returns while safeguarding public funds
- Manage relationships with financial institutions and advisors. Debt and Capital Financing
- Oversee the issuance, management, and compliance of City debt obligations.
- Ensure adherence to federal, state, and local regulations related to municipal bonds and other debt instruments Revenue and Tax Administration
- Provide oversight of the City's tax collection, auditing, and enforcement activities.
- Review and recommend updates to tax codes and policies to ensure consistency and compliance
- Monitor revenue performance and provide analysis of trends and variances Advisory and Collaborative Responsibilities
- Provide professional financial advice and analysis to the City Manager and City Council
- Represent the City in interactions with auditors, financial institutions, and external agencies
- Participate in strategic planning initiatives, interdepartmental projects, and committees as assigned Qualifications Knowledge, Abilities, and Skills Extensive knowledge of governmental accounting (GAAP/GASB) and municipal finance practices Strong strategic thinking and financial analysis capabilities Ability to communicate complex financial information to non-financial audiences Proven leadership, organizational, and interpersonal skills Ability to build partnerships and influence decision-making at the executive level Supervisory Responsibilities This position exercises direct supervision over management, supervisory, professional, technical, and clerical staff.
- Frequently lift and/or move up to ten (10) pounds and occasionally up to twenty-five (25) pounds
- Prolonged periods sitting at a desk and working on a computer
- Work is primarily performed indoors in an office setting with frequent interruptions from telephone, email, or walk-in customers in a fast-paced environment
- Frequent evening work
- Occasionally required to work outdoors to perform site inspections
