Job Description
Job Description The Finance Department is responsible for preparing and reporting financial statements; recording accounting transactions in accordance with Generally Accepted Accounting Standards; facilitating an annual financial audit, preparing and monitoring the City's annual budget; preparation of the annual budget document; maintaining the fixed assets of the City; and all banking, investing, and financing functions for the City. Essential Functions
- Perform and oversee daily accounting functions including accounts payable, accounts receivable, payroll coordination, utility billing oversight, cash receipts, and bank reconciliations.
- Maintain the general ledger and ensure accurate posting of all financial transactions.
- Prepare journal entries, monthly close activities, and routine financial reports.
- Prepare and administer the annual operating budget with direct involvement in data collection, analysis, and documentation.
- Monitor departmental budgets and assist department heads with financial questions and compliance.
- Track expenditures and revenues and recommend budget adjustments.
- Manage City revenues including property tax, sales tax, franchise fees, utility billing, and other fees.
- Oversee cash management, banking activities, and investments in accordance with City policy and state law.
- Assist with grant tracking, reporting, and reimbursement requests.
- Oversee purchasing and procurement functions to ensure compliance with Texas statutes and City policies.
- Assist with contract administration, risk management coordination, and internal controls.
- Work closely with the City Manager, City Secretary, and department heads to support City operations.
- Attend City Council meetings and provide clear, practical financial explanations
Physical and Environmental Conditions:
- Work performed primarily in an office environment. May occasionally lift or move objects up to.
- Requires occasional standing, walking, bending, and lifting of light material (up to 25 pounds).
- May require attendance at evening meetings or work outside normal business hours. Minimum Qualifications
- Bachelor's degree in finance, Accounting, Business Administration, Public Administration, or a related field.
- Minimum of 2-3 years of hands-on experience in governmental or municipal accounting or finance.
- Demonstrated experience performing daily accounting functions, budget preparation, and financial reporting.
- Knowledge of GAAP and basic GASB standards.
- Proficiency with accounting software, spreadsheets, and financial reporting tools.
