ACCOUNTANT GENERAL DESCRIPTION
Under the direction of the Accounting Manager the accountant is responsible for managing financial records, preparing reports, and ensuring compliance with financial regulations. They analyze financial data, reconcile accounts, and assist in budgeting and tax preparation. Accountants play a key role in maintaining accurate financial records, supporting audits, and providing insights to help make informed financial decisions. Strong attention to detail, knowledge of accounting principles, and proficiency in financial software are essential for success in this role.ESSENTIAL JOB FUNCTIONS
The following duties provide a general list of tasks. The position may or may not perform all the tasks listed and/or may be required to perform additional or different duties from those set forth below to address business needs and evolving business practices: Research, reconciles, and analyzes various fund activity and subsidiary accounts, including monitoring revenue and expenditure variances and preparing pro forma statements. Prepares detailed journal entries with support data and/or reviews and approves others journal entries. Coordinates with other departments regarding fixed assets, budgets, and accounting for funds and projects. Processes acquisitions, disposals, adjustments, and transfers of fixed assets in the fixed asset module of the financial software system and for reconciling the asset activity for all funds and for government-wide Comprehensive Annual Financial Report statements. Assists in implementation of new financial software or software enhancements, provides input on processes, prepares instructions and manuals, and trains other users. Prepare detailed analyses and reconciliations for annual audit and financial statement preparation. Prepares various statements, schedules, and narrative sections of the Comprehensive Annual Financial Report. Prepares and processes year-end adjustments and closes the year in the financial software system. Assists with post award grant accounting, monitoring, compliance, and closeout as defined in the grant agreements. Aids in the preparation of financial reporting and other administrative requirements of federal and State grants and contracts. Review and document all new leases for appropriate accounting classification. Ensures compliance with debt and revenue covenants. Assists with cash management including wire transfers, decisioning positive pay items on treasury management and projecting the city's cashflow needs. Reviews requisitions, purchase orders and/or invoices to ensure purchases are budgeted, authorized, serve a valid public purpose and follow city policies. Writes and maintains complex Excel, Word, Adobe, database, and reporting programs on personal computer. Reviews, interprets, and applies technical information regarding governmental accounting principles and practices as they relate to City operations. Supports accounts payable, payroll, cashiering and cash management functions as needed. Assist with preparation of the annual budget, mid-year budget adjustments and year-end budget adjustments. Ensure compliance with special requirements of restricted revenue sources such as discretionary sales surtax, impact fees, bond proceeds, community redevelopment agency trust fund and grants. Performs other duties as assigned. Qualifications Minimum Qualifications Bachelor's degree in accounting, finance, or related field (Proof of education must be uploaded with application. Two (2) years of progressively responsible experience in accounting practices.Licenses, Certifications or Registrations:
Must possess and maintain a valid Florida driver's license. Applicants who possess a valid out of state driver's license must obtain the Florida license within 10 days of employment. Knowledge, Skills and Abilities Knowledge of principles and practices of accounting and financial reporting. Knowledge of the laws, rules and regulations regarding financial record keeping in the State of Florida. Knowledge of all Microsoft Office software programs. Skill in the use of personal computers and financial software systems. Ability to prepare and maintain complex financial reports. Ability to work quickly and accurately to meet deadlines. Ability to work with minimal supervision. Ability to communicate clearly both orally and in writing. Ability to maintain a good working relationship with associates, employees, and the public. Ability to sit for long periods of time not to exceed two (2) hours at one time. Ability to see, read, and comprehend writing and computer printouts in English. Ability to print or write cursive letters, numbers and words legibly in English. Ability to lift and carry materials not to exceed 20 lbs. Ability to clearly speak the English language. Ability to operate office equipment such as a telephone, computer, calculator, and copy machine. Ability to stand for periods of time not to exceed 30 minutes at one time. Ability to stoop, kneel and reach overhead for books or supplies. Ability to handle high volume work. Ability to perform at a very high level of accuracy within established deadlines. Ability to maintain high level of concentration despite interruptions. Ability to be flexible and change job priorities as necessary. Special RequirementsPHYSICAL DEMANDS
The work is sedentary work and requires exerting up to 20 pounds of force occasionally and negligible amount of force constantly to move objects.
