Job Description
Accountant Office of Financial Services Job Summary:
This is entry level professional accounting work involving application of a variety of accounting skills and techniques related to governmental fund accounting.Job duties include:
Prepares and records monthly general ledger journal entries as required, which may include unearned revenue, indirect cost allocations, escrow accounting, prepaids and miscellaneous journal entries. Performs monthly and quarterly account reconciliations and required general ledger adjustments as needed. Works with Budget and Payroll to ensure cost codes are properly set up to track grant-related costs. Organizes, coordinates and maintains accounting and financial reporting for legislative appropriations, assigned District grants, revenue agreements and other contracts from start to finish. Reviews grant/contract proposals, working with grantors, project managers and Office of General Counsel to draft, edit and execute documents. Utilize GEMS accounting software, ECM document management system, and various tools to track and maintain a grant database. Review and approve grant-related expenditures as part of the Accounts Payable workflow process. Verifies compliance with grant restrictions, contract agreements, and matching grant requirements. Reviews invoice accuracy, completeness and supporting documentation. Prepares invoices for assigned grants according to contract terms and maintains expenditure details to support reimbursement requests. Monitors grant revenue received to ensure timely reimbursements, comparing invoices against accounts receivable schedules. Update and maintain grant tracking reports for all grant related transactions. Maintains and reconciles grants management reporting, including the Grant Summary Report, and provides reports to management. Verify reporting compliance with project managers on assigned revenue contracts to ensure timely submission to grantors and ensure District records and ECM are updated appropriately per the contract. Prepares and submits quarterly progress reports and annual Federal Financial Reports for applicable grants. Assists with the year-end closing processes and with the annual financial audit and ACFR preparation. Compiles year-end reports, work papers, schedules and analysis necessary for the District's Single Audit. Compiles theSEFA/SFA
Report. Assists with the final reconciliation of p-card transactions in Works and verifies appropriate receipt of documentation. Provides training to Finance staff as needed.Ability To:
Effectively communicate and work with diverse staff and related financial issues; analyze and interpret financial data for both state and federal grants. Develop and maintain effective relations with different levels of the District, the Florida Department of Environmental Protection, and other water management districts.Skilled In:
Organized administrative professional with strong verbal and written communication; organized recordkeeping; contract language review; cost analysis and program evaluation; report writing with brevity and clarity; self-direction and motivation.Minimum Qualifications:
A bachelor's degree from an accredited college or university with a major in accounting, finance or business administration. Professional accounting experience can substitute on a year-for-year basis for the required college education.Physical Requirements/Working Environment:

Starting Salary Range:
$53,580.80 - $66,955.20 Starting salary is based on qualifications and experience.
