Facilities Project — Professional Services Opportunity Highland Community School District | Riverside, Iowa Engagement Independent Contractor / Professional Services Application Timeline Open Until Filled Reports To Superintendent and Board of Education Anticipated Start As Soon as Practicable Following Board Approval The Opportunity Highland Community School District is seeking an experienced individual to serve as the district's Owner's Representative for its upcoming facilities project. The district has selected the Design-Bid-Build project delivery method. The Owner's Representative will provide weekly support to the district and work directly with the superintendent and Board of Education to help protect the district's operational and educational interests. The individual will serve as a trusted advisor and provide supplemental administrative support, on-site representation, and clear communication among the district, architect and engineering team, contractors, subcontractors, consultants, and other project partners through completion of the project. Primary Responsibilities Provide weekly Owner's Representative and supplemental administrative support throughout the district's facilities project. Serve as the district's on-site representative and maintain regular awareness of construction activities and project progress. Attend construction and project coordination meetings as requested by the district. Communicate with contractors, subcontractors, the architect and engineering team, consultants, and other project partners as needed. Provide the superintendent and Board of Education with timely, relevant, and understandable information regarding construction activities, progress, concerns, and decisions requiring district attention. Help coordinate construction activities with school operations, student and staff safety, district events, building access, and other district needs. Maintain appropriate records and follow through on project-related questions, decisions, action items, and unresolved concerns. Perform other construction oversight and project-support services requested by the district. Preferred Qualifications Demonstrated experience with K-12 school construction, Iowa public-sector projects, or similarly complex facilities projects. Experience serving as an Owner's Representative, construction manager, project manager, construction administrator, architect, engineer, or related professional. Working knowledge of Design-Bid-Build construction, construction contracts, project schedules, building codes, safety expectations, and public-school facilities. Strong communication, organization, collaboration, and problem-solving skills, including the ability to translate technical information into understandable recommendations. Ability to provide independent and objective guidance and disclose any actual or potential conflicts of interest. Availability to provide weekly support, attend meetings, and visit the Highland project site regularly throughout the engagement. Engagement Structure This opportunity will be structured as an independent contractor relationship rather than a district employment position. The selected individual will determine their own working hours as needed to perform the required services but must coordinate with the district to ensure that all requested services are provided in a timely and appropriate manner. The engagement is anticipated to continue through completion of the project, subject to the terms of the final agreement and Board approval. The independent contractor will be responsible for complying with applicable laws, regulations, policies, codes, ordinances, confidentiality requirements, and insurance obligations.
