OFFICE OF CHIEF FINANCIAL OFFICER - CONTROLLER DIVISION
Supervisory Accountant IV (OCFO) Be a Part of the City You Love! The Office of the Chief Financial Officer - Controller division is accepting applications for a Supervisory Accountant IV position. Position Summary The Supervisor of Fixed Assets will oversee the management, tracking, and reporting of the city's fixed assets. This role ensures compliance with accounting standards and city policies, and provides strategic recommendations for Citywide asset management and tracking. The incumbent will supervise the entire lifecycle of fixed assets, including acquisition, maintenance, and disposal.Overview of Key Responsibilities:
Asset Management:
Oversee the acquisition, tracking, and disposal of fixed assets, ensure accurate records and compliance with city policies. The incumbent will also be responsible for supervising the Oracle fixed assets month-end closes as well as ensuring transactions are reconciled timely and exceptions resolved amicably.
Reporting:
Prepare and present detailed reports on fixed asset status, depreciation, and fiscal impact to city officials and other stakeholders. Reports may include but are not limited to preparing periodic fixed asset roll-forwards, depreciation, and capital outlay reconciliations, as well as supervising preparation of various year-end audit deliverables. Use Business Intelligence Publisher to create dashboards and custom reports.Compliance:
Ensure all fixed asset activities comply with all relevant accounting standards and city policies. Supervise periodic testing of fixed assets and host ongoing training sessions for city agencies. Perform relevant technical research to ensure fixed assets policies and standard operating procedures are in alignment with recent changes in accounting standards.Team Leadership :
Supervise, mentor, and develop a team of fixed asset accountants and support staff.Process Improvement:
Identify and implement process improvements to enhance efficiency and accuracy in asset management.Collaboration:
Work closely with other city departments to ensure accurate and timely delivery of asset information as well as support city-wide initiatives.
Regular Audits:
Conduct periodic audits and perform other substantive procedures to verify the existence and condition of assets. Supervise periodic yearend physical inventories. Using Oracle Cloud ERP technology and through appropriate application modules: Perform complex accounting research on upcoming changes in Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB). Supervise preparation, analysis, and presentation of key financial information, roll-forwards, reconciliations and other metrics pertinent to the fixed assets cycle. Ensure such information is timely, accurate, reliable, and professionally presented. Ensure accounting functions adhere to sound fiscal and regulatory policies and compliance to safeguard public assets and ensure adequate control of agency revenues and resources Prepare several regular and recurring special purpose reports using Business Intelligence Publisher. Provide experience in using the specific procedures of automated systems to find, review, or change accounting data in transaction files, subledgers, accounts, summary reports, and financial statements- Ably present and explain reports orally and in writing to management, accounting staff, and other stakeholders
- Coordinate with other city officials and external auditors and other stakeholders to prepare yearend audit deliverables, otherwise known as PBC's, for the Annual Comprehensive Annual Financial Report (ACFR).
- Perform other special projects and duties as assigned
GENERAL MANAGEMENT/SUPERVISORY DUTIES AND RESPONSIBILITIES
- Supervise subordinate staff of supervisors, professionals, and paraprofessionals who perform accounting work
- Identify operational issues associated with ERP Cloud or recent technologies to bring to the attention of upper-level personnel for resolution
- Set goals and priorities and prepare project schedules for work completion. Assign work based on level of priority and capabilities of employee.
- Evaluate performance of subordinates and advise, counsel, or instruct subordinate employees on both work and administrative matters.
- Participate in candidate interviews for positions and make hiring, promotional and/or reassignment recommendations as needed.
- Hear and resolve staff complaints. Refer group grievances and more serious complaints to upper management or the Executive team. Recommend minor disciplinary actions such as warnings and reprimands.
- In consultation with the Chief Learning Office, identify developmental and training needs of employees and make provisions for such development and training to occur.
Skills:
Strong analytical, organizational, and communication skills. Proficient in accounting software andMS Office Suite Certifications:
CPA, CIA, CMA or MBA from accredited institution preferred. Equivalency Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.Evaluation Plan Interview:

Analyze and interpret fiscal, accounting, and other data and reports Advise City Agencies and the Office of the Chief Financial Officer (OCFO) staff on appropriate accounting polices, procedures, and requirements Maintain general and subsidiary ledgers and journals and to prepare, analyze, and maintain regular financial statements and reports Collect, organize, and interpret accounting data, tax rules, and regulations; synthesize data and work cross functionally to create and establish accounting guidelines, policies, and memos Prepare accurate and reliable financial reports Present accounting data orally, in writing, or in PowerPoint in a clear and understandable manner to both technical and non-technical users Physical Demands The work is characterized as sedentary. Typically Accountants sit comfortably to do their work, interspersed by brief periods of walking, standing, bending, carrying of papers and books, and extended periods requiring the use of computer terminals to accomplish work objectives. Work Environment Work is performed in a comfortable office environment, which is appropriately lighted, heated and cooled. The work environment contains no significant hazards. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. The Accountant may encounter individuals that are upset. During extended periods each year, Accountant may be required to work considerable overtime.
