Job Summary - Why you'll love this position The Missouri Department of Mental Health (DMH), Division of Developmental Disabilities (DDD) seeks to hire an Accountant Manager, functioning as the Director of DDD Budget Operations. This is a high-level Central Office position domiciled in Jefferson City, Missouri which reports to the Deputy Division Director of Administration within DDD. The base salary offered for this position is up to $111,912.00 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting. Responsibilities - What you'll do
Responsibilities:
Directs the annual preparation of DDD's $2.9 billion budget in cooperation with other DDD team members. This requires coordination of the core and program forms to be updated annually with varying program and management staff. Responsible for oversight of the fiscal reporting on the forms. Assist in the writing of new decision items, to include the fiscal development as well as creation of the supplemental decision items. Coordinate and respond to any legislative requests regarding DDD's budget for administration, community services and state operated programs. Track the budget throughout the entire budget process including preparation of fiscal impact analyses and coding details. Coordinate implementing funding changes from the budget with program, system, research and other fiscal staff. Assist as DDD's fiscal liaison for legislative budget hearings and meetings as needed. Formulate policy related to DDD's budget, revenues and finance operations to concur with laws, rules, policies and other regulations. Participate in the development of DDD procedures, controls, and quality improvement activities making recommendations as needed. Provide oversight for the review and analysis of fiscal notes and State Audit requests which affect DDD. Coordinate ongoing fiscal and budgetary tasks of the DDD Administration section, including but not limited to analyzing revenue and expenditure trends for forecasting. Provide technical support, collaborating to resolve questions and concerns raised by executive leadership, other state agencies, and House and Senate staff related to DDD operations. Assist in the development of and monitoring DDD's cost allocation plan. Assists in development and implementation of Value-Based Payment incentive tracking and compliance. Assist in coordination of DDD's actuarial Rate Studies for Medicaid services. Provide assistance with federal reporting for DDD's grant initiatives. Field and direct Medicaid financial issues, questions or concerns related to DDD operations. Assist the Federal Programs Unit with federally required Medicaid waiver cost neutrality calculations, including five-year projections and actual expenditures. Design and guide interpretation of reports for management decision making. Qualifications - All you need for success
Knowledge, Skills & Abilities:
Experience using a Microsoft Windows Operating System with proficiency in Microsoft Excel. Experience with the State of Missouri budget process. Experience with Medicaid is preferred. Ability to prepare, review, and analyze financial documents with accuracy and attention to detail and present information in a clear concise manner. Ability to interpret and apply regulations, agency policies, and procedures related to fiscal management and accounting procedures. Ability to evaluate federal and state initiatives to determine overall impact on fiscal activities, and determine effective course of action. Ability to manage, organize and collaborate across multiple projects and problem solve complex issues by collaborating with stakeholders and staff at various levels.
Qualifications:
Bachelor's Degree and 5-7 years of relevant experience and/or appropriate certification. (Substitutions may be allowed.)
