Finance Reports to: Director of Finance Summary/Objective The Part-Time District Accountant is responsible for preparing and maintaining financial reports and related documentation for assigned programs. The position performs accounting functions including fiscal budgeting, financial review, reconciliation, reporting, and compliance activities for assigned programs. This is a part-time, workload-based position. Hours will vary depending upon the accounting needs of the District, assigned programs, reporting deadlines, audit requirements, and other workload demands. There is no guaranteed minimum number of work hours per day, week, or pay period. The District Accountant works collaboratively with the Director of Finance and other management regarding program objectives, financial requirements, policy interpretation, deadlines, and work priorities. Ensure accounting functions adhere to established policies, federal and state requirements, accounting procedures, and applicable program guidelines. Process purchase requisitions, contracts, travel requests, and expenses. Review and reconcile invoices and reports and process reimbursement of service providers. Prepare cash requests, drawdowns, and accounts payable submissions. Respond to monitoring requests involving subcontractors, subrecipients, and subawardees. Maintain and review budgets, accounting codes, hours tracking, and financial reports. Examine financial reports and prepare profit/loss and other financial analyses. Review cash-management worksheets and expenditures. Prepare journal entries, financial reports, and account reconciliations. Assist with District and program budgeting, budget amendments, and audits. Correspond with and assist staff, subcontractors, subrecipients, and subawardees regarding budgets, reporting, and other financial matters. Perform other related accounting duties as assigned. Work Environment The duties of this position are performed primarily in an office environment. The employee may occasionally travel by automobile and may be exposed to changing weather conditions. Physical Demands The physical demands described here are representative of those required to perform the essential functions of this position successfully. While performing the duties of this position, the employee is regularly required to talk or hear and may be required to stand, walk, and sit; use hands to handle or operate objects, tools, or controls; and reach with hands and arms. The employee may occasionally lift or move up to 20 pounds. Specific vision abilities required by this position may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Position Type/Expected Hours of Work This is a part-time, workload-based position . The number of hours worked will vary based upon the needs of the District and assigned programs. No minimum or fixed number of hours per week or pay period is guaranteed. Work will generally be performed during the District's normal business hours. The Director of Finance will coordinate work assignments, schedules, and deadlines based upon operational needs. Additional hours may occasionally be required during audits, fiscal year-end, reporting deadlines, or other periods of increased workload. Travel Travel is expected to be infrequent and primarily local during the business day. Occasional out-of-area or overnight travel may be required. Required Education and Experience Bachelor's degree in accounting or a related field and at least three (3) years of accounting experience, including at least one (1) year of governmental accounting experience. Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position may be considered. Additional Eligibility Qualifications Considerable knowledge of the fundamentals, principles, and practices of governmental accounting, auditing, and public financial administration. Aptitude for mathematics and the ability to interpret, compare, and analyze financial information accurately. Excellent written and verbal communication skills. Working knowledge of Microsoft Office Suite, database programs, and standard office equipment. Detail-oriented with strong organizational skills. Ability to work effectively in a team environment and independently with limited supervision. Ability to manage workload and meet established financial and reporting deadlines. Possess and maintain a valid Mississippi driver's license.
