Job Description

This position is located at the Gallatin County Rest Home and is responsible for a variety of professional level accounting and auditing of financial and statistical record keeping and billing service. The position reports to the Rest Home Administrator. Essential Job Duties and Responsibilities Financial Accounting and Billing Services Financial Accounting and Billing Services for Medicare, Medicaid, Hospice, Private Pay, Ancillary Charges, Co-Insurance, and Veterans Administration. Audits monthly billing received from Pharmacy, Therapy, Oxygen and Hospital services to ensure accuracy prior to payment. Responds to audits received from Medicare and Private Insurance. Submits insurance preauthorization prior to admission of patients. Meets with Long Term Care residents or their representatives to complete the financial portion of the admission application, answer questions, and assist with the Medicaid application as needed. Completes Verification of Payor (VOP) Process for patient/resident therapies. Orders, stocks, and manage inventory of medical equipment, medical supplies, and OTC medications. Compliance with HIPAA Privacy and Electronic Transaction and Code Set requirements. Quarterly Bed Tax, Quarterly Audit Report for the resident trust fund. Analyzes department financial records monthly and at fiscal year-end to ensure accuracy and completeness. Resident Trust Account maintain internal controls that are adequate, so financial records are in accordance with generally accepted accounting principles. Continuous quality improvement and quality assurance. Regulatory compliance of department financial activity by researching and troubleshooting problems and needs and designing solutions. Financial Reporting Creates reports by assessing intent of report to determine data collection needs, extracting applicable data from all accounting systems, compiling and evaluating data to identify errors or anomalies, conducting in-depth research to resolve, and finalizing report for presentation. Audits completed reports to detect potential defalcations and to ensure system is correctly calculating accounts. Other Duties as Assigned Performs a variety of other duties as assigned by supervisor. This includes participating in special projects, participating in ongoing training, and a variety of other functions as needed. This work requires specialized knowledge of accounting and accounting support services; knowledge of accounting and auditing principles, practices and procedures; analyzing and interpreting financial and accounting records and ability to prepare accurate and complete records, reports and summaries; governmental budgetary practices and procedures; MDS assessment schedule and it's impact on reimbursement; medical records system; ICD-10 Coding and CPT Coding for Part B benefits; rules and regulations related to the maintenance of health care and county finances; HIPAA compliance with Privacy and Electronic Transactions and Code Set requirements; Medicare/Medicaid Cost Reporting; Resident Trust Account Regulations; Continuous Quality Improvement or Quality Assurance process to ensure adequate controls and compliance with applicable federal, state and local laws, rules and regulations; use of current software for integrated billing ; and the ability to interpret and apply applicable laws, rules and regulations as they relate to job functions; communicate effectively verbally and in writing. The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a four-year degree in accounting, finance or related field; or an unrelated four-year degree and two to four (2-4) years of related work experience, preferable in governmental accounting or experience in a health care system.
