The New Mexico Department of Finance and Administration (DFA) serves as the State's central financial management agency, providing fiscal oversight, budgetary control, accounting guidance, and statewide financial reporting to ensure transparency, accountability, and compliance with state and federal law. DFA supports executive leadership, the Legislature, state agencies, and the public by promoting sound fiscal stewardship and consistent financial practices across New Mexico government. The Financial Control Division (FCD) is responsible for statewide accounting policy, financial reporting, and oversight of the State's financial systems, including SHARE. The Federal Reporting and Compliance Bureau oversees critical statewide responsibilities including SEFA coordination, federal financial reporting standards, subrecipient monitoring expectations, drawdown and cash management compliance, and the interpretation and application of Uniform Guidance. By offering training, tools, data analysis, and hands-on technical assistance, the bureau helps agencies improve financial accuracy, reduce audit findings, and maintain strong relationships with federal oversight entities. Why does the job exist? The Federal Reporting and Compliance Accountant supports statewide federal financial compliance by assisting agencies with federal reporting, financial analysis, internal controls, and Uniform Guidance requirements. This position plays a key role in ensuring the accuracy of federal financial data recorded in SHARE, improving subrecipient financial oversight, and strengthening agencies¿ capacity to meet federal audit and reporting standards. How does it get done? Analyze financial data for anomalies and recommend corrective actions Assist agencies with SHARE, chartfield setup, budgeting, project costing, and financial corrections Support SEFA preparation and audit findings, reconciliations, and federal report accuracy Improve subrecipient risk assessment, monitoring tools, and corrective action processes Assist with FFRs, drawdowns, cash management compliance, and documentation reviews Provide guidance on federal allowability, cost principles, and internal controls under Uniform Guidance Help develop dashboards, checklists, and statewide financial monitoring tools Develop and deliver training, reference materials, templates, and technical assistance Who are the customers? State agencies administering federal awards Internal teams responsible for reporting, audits, and financial controls Federal oversight entities and agencies Minimum Qualification Bachelor's degree in Accounting, Finance, Auditing, or Business Administration and three (3) years of experience in accounting, auditing, finance, budgeting, public accounting, and conducting financial audits to include a minimum of two (2) years preparing Comprehensive Annual Financial Reports or equivalent experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements State issued ID or Driver's License. Pre-employment criminal background check is required, and employment is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
