In-Person $66256.00 - $99384.00 per Year 5 Years Experience Bachelor's degree No Commission 40.00 hours per week / Day Shift / Full-Time Description The Lead Senior Governmental Accountant is responsible to provide departmental support related to the training of how to navigate in different Oracle modules as well as assist Fiscal Officers in correct application of accounting procedures. Makes complex and technical decisions pertaining to application of new pronouncements related to the creation of the annual Comprehensive Financial Statements by classifying, analyzing, and reporting financial data using generally accepted accounting principles. The Senior Government Accountant position requires to have working knowledge of GAAP (Generally Accepted Accounting Principles) as well as application of new GASB and FASB pronouncements.. Person assuming this position may also work with confidential and HIPAA restricted information.
POSITION RESPONSIBILITIES
Essential Functions The duties and responsibilities of this position include, but are not necessarily limited to: Responsible for performing complex accounting processes in relation to month and year end closings. Provide appropriate training to the County Staff as new personnel is hired and works directly with departments to refine their accounting and Oracle knowledge base. Works directly with the Deputy Controller\Project Manager and Accounting Manager to discuss and coordinate the creation of grant reconciliation reports required by the state by fully utilizing Oracle's Splash-Bi and GL-Connect potential. Implement new accounting policies and procedures and creates training manuals. Collaborate with the Accounting Team and the Fiscal Officers as it relates to the requirements of, implementation and maintenance of accounting policies, procedures, and internal controls. Assume leadership role to guide accounting personnel in daily tasks, reviews financial data to ensure any discrepancies are spotted and reconciled in a timely manner. Support the Deputy Controller, Manager of Accounting and the accounting team in preparation for the external audit and creation of the County Annual Financial Statements as well as the Single Audit report. Assist other County departments in developing ad-hoc financial reports for their external auditors and for the state reporting purposes. Other duties, as required and deemed necessary by supervisor.
MINIMUM EDUCATION AND EXPERIENCE
Bachelor's degree in Accounting. Certified Government Finance Manager (CGFM), a Certified Public Finance Officer (CPFO), or as a
CMA, CPA
with prior governmental accounting experience, is preferred. Five years of accounting experience in either a public or a corporate setting, fluent with generally accepted accounting principles. Prior supervisory experience preferred. Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of generally accepted accounting principles. Working knowledge of the technical requirements of accounting standards as prescribed by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB). Ability to analyze and objectively evaluate complex financial-related activities. Working knowledge of integrated Enterprise Resource Planning (ERP) financial systems, ex Oracle. Ability to objectively analyze operational situations in various work environments and develop / make recommendations for improvements to processes. Excellent personal computer skills in Excel, Word Power Point software. Excellent oral and written communication skills. Ability to effectively collaborate on projects, teams or committees. Knowledge of the HIPAA privacy requirements, as they relate to the documents involved. Ability to handle stress. Physical presence in the office is required.
PHYSICAL DEMANDS
May occasionally be required to lift and move heavy files and boxes of stored records of approximately 25 lbs.
