Yes County Schenectady Street Address Office of Financial Services, Accounting,Accounts Payable 328 State Street City Schenectady StateNY Zip Code12305 Duties Description Under the direction of Associate Accountant, within the Office of Financial Services/Accounting/Accounts Payable Unit, the Senior Accountant will:
  • Provide critical analysis of Special Fund revenues, expenditures and budgetary needs.
  • Retrieve and analyze data from Statewide Financial System (SFS) and other systems.
  • Oversee file submission by Third Party Administrators (TPA) to ensure that all files are submitted timely and adhere to the WCB directives.
  • Perform a complete and thorough review of TPA reconciliation files submitted, monthly.
  • Accurately identify and address reconciling issues. Work with the TPA's to obtain supporting documentation and resolve reconciliation discrepancies.
  • Serve as backup Accounts Payable Processor to provide support to the Finance Payment Unit as necessary, utilizing the SFS to process various voucher types.
  • Process Cancel/Close and Payment Stop within SFS.
  • Prepare daily cash needs report on a rotating weekly basis.
  • Process general ledger journal entries as requested by Accounts Staff.
  • Monitor shared email mailbox(s) for incoming processing requests, ensure all inquiries are addressed timely and accurately.
  • Participate in group setting, ability to establish and maintain effective working relationships.
  • Complete special projects and/or special/priority requests as requested by supervisor or management.
  • Ability to manage multiple tasks.
  • Correspond in a professional manner with co-workers, management, and external stakeholders.
  • Strong analytical, written and communication skills.
  • Working knowledge of Microsoft Office Suite (Access, Excel and Word).
  • Working knowledge of Statewide Financial System or the equivalent Oracle PeopleSoft applications.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non-competitive appointments and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS
This position may be filled at the Senior Accountant level or within the Accountant Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected. Candidate must have a bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses. Accountant Trainee 1 (Hiring Rate $53,764) -A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses Accountant Trainee 2 (Hiring Rate $59,994) - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
  • A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
Senior Accountant (Hiring Rate $66,951) - Either 1. A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR 2. A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR 3. A currently valid Certified Public Accountant license and registration issued by New York State. 55 B/C
QUALIFICATIONS
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.
COMPETITIVE MINIMUM QUALIFICATIONS

Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS
Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 70.4 of the Civil Service Law. To be eligible for a 70.4 transfer, a candidate must have one year or permanent, competitive service in a position allocated to a grade 12 or higher, a bachelor's degree or higher in accounting, auditing or taxation OR 24 credit hours in accounting, auditing or taxation and have standing on the most recent PCO exam. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position
