Yes Location CountySchenectady Street Address354 Broadway CitySchenectady StateNY Zip Code12305 Job Specifics Duties DescriptionReporting to the Associate Accountant, Grade 23, the Senior Accountant is responsible for performing general accounting duties. Duties include, but are not limited to, the following:
  • Create and enter accurate journal entries based on supporting documentation
  • Assist the Associate Investment Officer and the Principal Accountant in the preparation and review of monthly financial statements
  • Conduct daily banking activities of the Lottery by managing daily cash deposits and incoming/outgoing funds transfers. Banking activities include calculating necessary amounts to fund the prize payment account and reviewing positive pay reports to reject fraudulent checks
  • Review daily reporting of federal, state, and city tax withholding from player prizes and ensure timely remittance of withholdings to the appropriate governmental agencies.
  • Prepare revenue and reserve projection reports as required by management for internal and external reporting.
  • Review the weekly funds settlement with Lottery's contractor ensuring all commissions and fees are correct and make the appropriate transfers to the Lottery cash accounts at the Office of the State Comptroller
  • Reconcile daily Lottery subscription purchases to funds received. This includes comparing the daily remittance file received from the credit card processor to reports from the subscription system. Notify subscriptions of returned/rejected items
  • Prepare ACH and wire payments to prize winners, annuitants, and tax entities timely and accurately
  • Maintain organized records and ensure supporting documentation is sufficient for all payments and journal entries
  • Prepare various reports for use by management

Accountant Trainee (SG-14): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses. Accountant Trainee 2 (SG-16): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
  • A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
Senior Accountant (SG-18): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
  • A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified. Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
