This position oversees general ledger activities, reconciliations, month-end and year-end close processes, governmental financial statements, contracts, invoices, purchase orders, and financial reporting while providing accounting guidance to City departments and supporting budgetary and grant-related activities. The Senior Accountant serves as the primary liaison to external auditors for the City's annual financial statements, develops and maintains accounting controls and financial reporting systems, researches and implements new accounting standards, resolves financial system and data issues, and leads special projects and process improvements. The role requires advanced analytical, problem-solving, data management, ERP, and Microsoft Office skills, as well as the ability to communicate complex financial information effectively to staff, management, elected officials, auditors, and the public while managing multiple priorities and collaborating across the organization. Essential Duties and Responsibilities The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive. Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions, payments and furnishes reports for the City's intergovernmental contracts. Analyzes financial information detailing assets, liabilities, fund balance, revenues, and expenditures, and prepares governmental financial statements and other reports to summarize historical and projected financial position. Audits contracts, purchase orders, vouchers, and invoices for validity and proper recording in the general ledger and subledgers. Prepares month-end and year-end related work papers and reconciliations Establishes, modifies, documents, and coordinates implementation of accounting and accounting control procedures. Reviews the recommendations of junior staff. Devises and implements systems for general accounting, budgetary monitoring and control, and financial reporting. Advises departments regarding accounting procedures, grant procedures, other financial matters and reporting. Primary staff liaison to external auditors regarding the City\'s annual financial statements. Monitors, maintains and revises accounting and financial reporting systems to ensure viability and integrity of financial information. Troubleshoots system issues for end-users. Manages and oversees special work projects including planning, design, and implementation. Assists with the analysis of financial impact on ordinances, resolutions and agreements passed by City Council. May review investigate and correct errors and inconsistencies in financial entries, documents, and reports as part of peer review responsibilities. Continually improves the year-end financial close by creating documented procedures. Required Knowledge Skills and Abilities Expert knowledge of municipal government accounting principles (GASB standards, GFOA guidance, and/or various interpretations); ability to create and interpret financial statements like balance sheets and income statements. Accomplished and proven critical thinking over organization-wide issues, analytical thought process and business acumen. Able to effectively manage multiple projects with limited guidance and competing priorities.
Advanced / Expert
skill in and Microsoft Office software such as Excel, PowerPoint and Word. Ability to effectively summarize and communicate accounting issues, complex problems and analytics, both orally and in writing to peers, management, elected officials, and citizens. Ability to research and interpret new accounting standards or practice guides and decide upon implementation approach. Advanced data query, extraction, and normalizing skills. Highly adept at incorporating and utilizing data in a variety of reporting tools and financial software packages. Ability to communicate and influence effectively cross functionally at all levels of staff including peers, management, and executives. End-user mastery of ERP computer system technology preferably Tier 1 platforms. Understanding of back-end developer tools and database architecture concepts. Required Qualifications Minimum Preferred College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in Accounting, or Business with emphasis in Accounting from an accredited college or university College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees MBA or MAcc Experience Requirements 6 or more years accounting related experience or equivalent combination of education and experience. Certifications/Licenses/Specialized Training Certified Public Accounting (CPA) license preferred. .
