Job Description

Overview The Charleston County Housing and Redevelopment Authority is seeking a Staff Accountant, reporting to the Executive Director, to implement, direct and monitor the financial activities of the Authority. Assists the Executive Director on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding. Maintains expert knowledge of Public Housing, Housing Choice Voucher (Section 8) Program, Tax Credits, Bond Financing, Capital Fund, and Mixed-Finance Development.
Required:
Bachelor's Degree in Accounting/Finance or related field from an accredited four-year college; CPA; GAAP Accounting; and at least five (5) years of accounting/finance management as a director, CFO or similar position; with organizational responsibility for accounting, budgeting, financial reporting, and working familiarity with financial applications on a computerized database. Preference given for experience functioning in a complex and changing affordable housing or regulatory setting. Salary based upon experience and education. This position is open until filled.
NOTE:
This is not an entry-level position. Previous experience in finance or accounting is required. Duties Oversee the daily operations of the accounting department, including account analysis, account reconciliation, and balance sheet reconciliation. Ensure accurate and timely preparation of financial statements in accordance with GAAP. Manage accounts receivable processes to optimize cash flow and minimize outstanding debts. Develop and implement internal controls to ensure compliance with SOX regulations. Collaborate with external auditors during annual audits and provide necessary documentation. Prepare financial reports for senior management, highlighting key performance indicators and trends. Lead budgeting and forecasting processes to align financial goals with business objectives. Utilize financial software to streamline reporting processes and enhance data accuracy. Provide mentorship and guidance to junior accounting staff, fostering a culture of continuous improvement. Qualifications Bachelor's degree in Accounting or Finance; CPA or CMA certification preferred. Minimum of 5 years of experience in public accounting or a similar role within a corporate environment. Strong knowledge of accounting principles, practices, and regulations. Proficiency in accounting software and financial management tools. Excellent analytical skills with a keen attention to detail. Ability to manage multiple priorities while meeting deadlines in a fast-paced environment. Strong communication skills, both verbal and written, with the ability to present complex financial information clearly. Experience with SOX compliance is highly desirable.
