Job Description Overview The primary purpose of the Finance Accountant II position is to perform professional-level accounting work involving the analysis, reconciliation, and reporting of municipal financial activities. This role is responsible for maintaining accurate financial records, supporting budget development, ensuring compliance with applicable accounting standards, and providing financial guidance to internal stakeholders. Responsibilities
  • Prepare and record journal entries, accruals, adjustments, and account reclassifications
  • Maintain the integrity of the general ledger by ensuring transactions are complete, accurate, and properly documented
  • Perform month-end and year-end closing activities, including account analysis and preparation of supporting schedules
  • Maintain accounting records and support documentation in accordance with records retention requirements
  • Collaborate with project managers, finance staff, and other departments to ensure the timely and accurate exchange of financial information
  • Respond to financial inquiries from internal departments, external agencies, and auditors
  • Explain accounting policies, financial procedures, and reporting requirements to departmental personnel
  • Identify and recommend improvements to financial reporting, reconciliation, and project tracking processes
  • Assist in the implementation and enhancement of financial systems, procedures, and tools to improve operational efficiency and strengthen financial controls
  • Develop and document accounting procedures and standard operating practices
  • Participate in testing, implementation, and upgrades of financial management systems
  • Recommend automation opportunities to improve reporting accuracy and operational efficiency
  • Reconcile assigned accounts and investigate and resolve discrepancies promptly
  • Ensure financial transactions comply with Generally Accepted Accounting Principles (GAAP), municipal policies, and applicable regulations
  • Support internal and external audits by maintaining complete, accurate, and audit-ready financial records
  • Prepare audit schedules and respond to auditor requests in a timely manner
  • Assist in developing and maintaining internal controls to safeguard municipal assets and ensure financial integrity
  • Monitor compliance with applicable federal, state, and local regulations, grant requirements, and accounting standards
  • Reconcile assigned accounts and investigate and resolve discrepancies promptly
  • Ensure financial transactions comply with Generally Accepted Accounting Principles (GAAP), municipal policies, and applicable regulations

  • Bachelor's Degree (BA/BS)
  • Three (3) years of experience
  • Municipal Government Preferred Licenses and Certifications Required
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
  • Single Audit/ ACFR Experience preferred
  • Strong Understanding of accounting principles Employment Testing Employment is contingent on passing any post-offer pre-employment screening as listed below:
