Supervises the Accounts Payable division of the Finance Department; serves as the senior accountant for the Finance Department; provides ongoing financial management services; performs a variety of highly complex accounting functions; performs related work as required.ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervises and evaluates the work and performance of the accounts payable staff. Prepares and submits financial reports to the State and other agencies as required. Maintains fixed asset and inventory accounting system. Takes a lead role in the annual independent audit which requires lead documents and full financial statements. Oversees and supervises all accounting functions and ensures compliance with Federal and State requirements. Interprets and implements new accounting standards and procedures, and ensures compliance with generally accepted accounting principles, bonding requirements, IRS regulations and other applicable requirements. Tracks and analyzes key financial statistics and data. Reconciles bank statements. Manages the District's Purchasing Card Program. Reconciles and closes each accounting period, including year-end. Coordinates preparation for new fiscal year and rollover of financial date from fiscal year to fiscal year. Prepares and reconciles quarterly and yearly cash balance reports. Generates internal and external financial reports. Reconciles investment accounts. Prepares journal entries Maintains cash flow projections Provides accounting and financial support and training to internal and external customers as needed. Works independently and within a team on special nonrecurring and ongoing staff projects, which may include planning and coordinating multiple presentations, and disseminating information. Bachelor's Degree in accounting, finance, public administration, economics or business required. Current designation as a Certified Public Accountant (CPA) preferred. Five years of increasingly responsible experience in finance and accounting administration, and previous experience supervising and evaluating staff required, or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.COMMUNICATION SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to read, analyze and interpret governmental regulations financial reports and legal documents. Ability to write routine reports and correspondence. Ability to effectively present information and respond to questions from groups of administrators, managers, employees, clients, customers, and/or the general public.PROBLEM SOLVING SKILLS
Demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns.PRODUCTIVITY/EFFICIENCY SKILLS

Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts.REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral and diagram form. Ability to define problems collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with severe abstract and concrete variables.OTHER SKILLS AND ABILITIES
Knowledge of a variety of computer software applications in word processing (Microsoft Office) spreadsheets (Excel), database (Access) required; presentation software and accounting software required.PHYSICAL DEMANDS
