141009.Staff Auditor - (PRO00003Z) Description Under the general direction of the Audit Manager, the Staff Auditor plays a crucial role in assisting the Authority in achieving its mission by delivering risk-based and objective assurance, advice, and insights. This position involves conducting professional assurance and consulting engagements, encompassing all planning phases, fieldwork, and reporting. The Staff Auditor is responsible for assisting in the development of audit objectives, programs, and the appropriate scope and procedures necessary to fulfill the annual audit plan. As a key member of the Internal Audit team, the Staff Auditor supports the collaboration with various departments and commercial entities to identify risks, provide valuable recommendations, and drive positive organizational change.

ESSENTIAL FUNCTIONS
Assists in the planning and execution of assurance and consulting engagements, focusing on departmental processes, gross receipts from concessionaires, and expenditures of contractors and vendors. Obtains and reviews evidence to develop well-documented engagement conclusions supported by thorough analysis. Identifies and communicates issues raised during audits, offering relevant recommendations to mitigate risks and enhance business processes. Assists in the preparation of engagement reports and analyses for completeness and compliance with objectives, professional auditing standards, and departmental procedures. Participates in external meetings and conferences, sharing insights and maintaining professional relationships on behalf of the Internal Audit department. Assists in the development and implementation of internal audit strategies and objectives. Regular and reliable attendance is required as an essential function of the position. REQUIRED FOR ALL HCAA JOBS
In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster. Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.
QUALIFICATIONS
(EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS) Bachelor's Degree in Accounting, Finance, Economics, Statistics, or related field. Completion of an internship related to Audit, Accounting, Finance, or related field. Obtain a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA) certification by the end of the second year of employment. Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
Master's in Business Administration in Accounting, Finance, Economics, Statistics, or related field. Experience with data analysis software (e.g. SQL, Python and Power Query) Experience in government audit or accounting. Completion of an internship related to Audit, Accounting, Finance, or related field.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Government Auditing Standards (Yellow Book) and/or IIA Standards (Red Book) to ensure compliance with auditing practices. Knowledge of proper workpaper techniques such as referencing, indexing, etc. Ability to ensure results and conclusions are well-documented in accordance with professional standards and Department's procedures. Knowledge of federal, state, and local laws, ordinances, rules, and regulations pertaining to fiscal management of government agencies, especially those funded by federal grants. Ability to prepare and review complex engagement reports and analyses for completeness of preparation and conformance with engagement objectives, professional auditing standards, and department procedures. Ability to proactively research business best practice concepts to apply as appropriate. Skill in handling competing priorities to meet deadlines and commitments. Intermediate to advanced skills in the Microsoft Office Suite. Ability to proactively research business best practice concepts to apply as appropriate Ability to analyze and interpret accounting data, devising appropriate audit procedures and techniques. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships with others within and outside the Authority. Ability to handle restricted, sensitive, and confidential information. Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
