Auditor

The primary purpose of the position is to provide support and feedback to the Privacy and CBI program in areas of leadership and strategic direction ensuring that all employees of the medical center adhere to all legal, regulatory and policy requirements that apply in the business/clinical arena. This involves oversight to ensure the medical center exercises due diligence and remains compliant with all applicable regulations and policies.

Time-In-Grade Requirement :

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade at the GS-9 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing data analysis and audit functions in support of oversight activities of the facility Privacy Program and the facility Compliance and Business Integrity (CBI)Program while contributing expert analysis of business and administrative process risks and vulnerabilities in planning, designing, analyzing and maintaining of the Privacy and CBI programs. General Accountability Office (GAO), Office of Inspector General (OIG), The Joint Commission, Generally Accepted Government Auditing Standards (GAGAS), Office of Veteran Access to Care (OVAC) for scheduling access, and VHA Finance Quality Assurance Reviews that govern healthcare industry standards as well as financial and business practices.

OR, Education:

To qualify based on education for this grade level you must have successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the Auditor position.

Degree:

in related fields such as auditing or a degree in a related field such as business administration, finance, public administration or accounting. (Transcripts required)

OR, Combination of Education and Specialized Experience:

Applicants may combine education and experience to qualify at this level. At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education and training that provided professional auditing knowledge. The applicant's background must also include of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.(Transcripts required) You must possess an equivalent combination of successfully completed graduate level (beyond 36 semester hours or 54 quarter hours) education with a major appropriate to the position and specialized experience to meet total experience requirements.
