Regional Operations Manager Key Responsibilities Provide hands-on leadership and oversight of daily plant operations, including startup, shutdown, production, maintenance, reliability, product quality, equipment performance, inventory, and abnormal operating conditions. Maintain a strong field presence and sufficient operational knowledge to recognize problems, ask appropriate questions, and lead the team toward resolution. Maintain working knowledge of branch operating, production, transportation, maintenance-support, and administrative functions. Prioritize production, maintenance, reliability, and construction activities based on safety, operational risk, customer impact, and business needs. Identify, investigate, and resolve operational issues with an appropriate sense of urgency and ensure corrective actions are completed and effective. Anticipate operational constraints that could lead to downtime, product shortages, customer impacts, or emergency work. Identify recurring problems and reliability issues and drive sustainable corrective actions and continuous improvement. Serve as the liaison between the branch and Corporate Operations, Logistics, EHS, Human Resources, and Sales. Communicate significant operational issues promptly and accurately, including risks, actions taken, ownership, and next steps. Manage the branch commercial motor vehicle fleet, including fleet maintenance and the hiring, dispatch, and supervision of commercial motor vehicle operators. Manage rail fleet and rail operations, including railcar inventory, loading and unloading, availability, movement, utilization, inspections, maintenance coordination, and product inventory. Maintain working knowledge of applicable transportation regulations, including DOT requirements, drug/alcohol testing, CDL requirements, driver qualifications, hours of service, vehicle and tanker inspections and maintenance, accident reporting, and hazardous materials transportation. Manage contractors and vendors, including scope, scheduling, cost, safety, quality, workmanship, and completion of agreed deliverables. Review chemical quality-control reports and operating data to ensure testing is properly recorded and products meet required specifications. Investigate abnormal or inconsistent quality results and ensure appropriate corrective action. Coordinate with Sales to ensure customer-ordered products, tank installations, and repairs are completed properly and on time. Work with Sales to resolve customer complaints and operational issues. Ensure employees and plant operations comply with required safety protocols, procedures, and operating expectations. Maintain knowledge of applicable environmental regulations, operating permits, chemical-release requirements, waste-management requirements, reporting, and recordkeeping. Maintain hazardous-material emergency-response readiness and ensure proper notification, documentation, investigation, corrective action, and follow-up when incidents occur. Support and enforce process-safety and operational-discipline requirements, including operating procedures, employee training, mechanical integrity, management of change, incident investigations, and corrective-action closure. Develop and manage facility operating and capital budgets while maintaining appropriate cost controls. Manage announced and unannounced audits by government regulators, insurance representatives, and other applicable parties. Supervise and verify daily, monthly, and annual inventory data and investigate unexplained variances. Ensure production, personnel, safety, regulatory, and other required documentation is accurate, complete, timely, and properly maintained. Administer and supervise branch training programs, including new-hire training, refresher training, cross-training, and employee development. Develop employees and supervisors through clear expectations, coaching, feedback, and appropriate delegation. Address performance and conduct concerns consistently and administer progressive discipline in coordination with Human Resources and Regional leadership when appropriate. Complete assigned investigations, reports, projects, corrective actions, and follow-up items within established timelines. Maintain facility cleanliness, security, and organization across production areas, storage areas, offices, shops, and yards. Ensure required production materials, maintenance materials, critical supplies, and spare parts are available to support operations. QualificationsEducation & Experience High school diploma or GED required. Bachelor's degree in Engineering, Operations, Business, or a related field preferred. Five years of progressively responsible leadership experience preferred. At least three years of hands-on manufacturing, chemical plant, or industrial operations management experience preferred. Experience should demonstrate direct responsibility for: Plant operations Employee leadership Safety Maintenance coordination Operational problem-solving Execution and follow-through Experience with hazardous-material transportation, rail operations, contractor management, chemical manufacturing, and/or chlor-alkali or bleach production is strongly preferred. Equivalent combinations of education and directly relevant industrial experience may be considered. Ability to manage performance and conduct concerns consistently and professionally. Transportation & Regulatory Knowledge Must be familiar with applicable DOT rules and regulations and hazardous-material transportation requirements. Knowledge of rail operations and hazardous-material railcar requirements is strongly preferred. Communication Effective written and verbal communication skills in English. Ability to communicate clearly with employees, customers, vendors, contractors, and company leadership. Ability to read and interpret safety, operating, and maintenance instructions, policies, and procedure manuals. Ability to prepare reports and professional correspondence. Computer Skills Proficiency with Microsoft Word, PowerPoint, and Excel. Ability to effectively use company systems and operational data to investigate issues, identify trends, and support decision-making. Physical Requirements While performing this position, the employee will regularly be required to talk and hear and will frequently sit, stand, and walk throughout the facility. The employee may occasionally be required to reach, stoop, kneel, crouch, climb, crawl, and lift or move up to 25 pounds.
