Department Library (35) Division Main Branch Opening Date 05/05/2026 Closing Date Continuous Description Benefits Questions Job Description Oversees operations and personnel in the Library Department. This position is responsible for managing and coordinating systemwide operational functions, including facilities management, custodial services, safety and security, technology infrastructure, and administrative support activities across all library locations. The Operations Manager ensures that all library facilities and systems function efficiently, safely, and in alignment with City policies and the Library's mission to provide accessible, high-quality services to the community. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Supervises assigned operational and support staff, including scheduling, training, performance evaluation, and coordination of work assignments across library branches to ensure efficient daily operations.Supervisory functions include:
making hiring and termination decisions; processing employee concerns and problems; and counseling or disciplining appropriately. Coordinates with the City's Information Services and Technology (IST) Department to plan, implement, and maintain library technology systems. Assists in developing the Library's Technology Plan, manages technology projects, and ensures reliable operation of public and staff computers, networks, and related systems. Oversees building maintenance and repair needs for all library locations. Coordinates with Public Works, Facilities, and external vendors to ensure timely completion of repairs, preventive maintenance, and improvements. Monitors facility conditions, equipment performance, and energy usage. Manages custodial service contracts and staff to maintain a clean, safe, and welcoming environment. Establishes cleaning standards, monitors performance, and ensures compliance with health and safety regulations. Oversees systemwide security operations, including coordination with contracted security personnel, development of safety procedures, and response to incidents. Ensures compliance with City risk management policies, maintains security documentation, and promotes a safe environment for patrons and staff. Assists in preparing and monitoring a departmental budget of $4M annually. Reviews vendor invoices, purchase orders, and service agreements for accuracy and compliance. Develops operational policies, procedures, and performance metrics to improve efficiency and accountability. Assists Library leadership in preparing state annual report. Assists Library leadership in maintaining accreditation. Attends Library Advisory Committee meetings in the absence of Library leadership. Prepares reports and communicates regularly with Library leadership regarding facility status, safety concerns, and operational priorities. Knowledge of:
Knowledge of modern office procedures and methods including computers and applicable software. Knowledge of English grammar, spelling, and punctuation. Knowledge of Texas State Library and Archives Commission (TSLAC) Accreditation Standards, annual reporting requirements, and compliance procedures. Knowledge of Federal and state programs relevant to library operations, including E-Rate, Library Services and Technology Act (LSTA) funding, and Children's Internet Protection Act (CIPA) compliance. Knowledge of principles and practices of public administration, facilities management, procurement, and contract oversight. Knowledge of safety and security protocols applicable to public facilities and library environments. Knowledge of supervisory principles and personnel management practices, including training, scheduling, and performance evaluation. Knowledge of public budgeting and finance principles, budget cycle process, and expenditure control methods. Knowledge of Customer service and public relations principles applicable to a diverse community environment.Skills and Abilities:

Skilled in written and verbal communication, including preparing clear reports. Skill in organization and time management correspondence, and presentations. Skilled in translating organizational and departmental goals and strategic priorities into measurable objectives and outcomes. Ability to communicate technical information to the public, subordinates, and City leadership. Ability to analyze operational issues, identify solutions, and implement effective improvements. Ability to review, prepare, and present City Council agenda items, as well as reports and supporting materials for committees and commissions. Ability to prepare, monitor, and manage budgets and contracts in compliance with City policies. Ability to supervise, train, and evaluate assigned staff while fostering a positive, team oriented work environment. Ability to exercise sound judgment and discretion when handling confidential or sensitive matters. Ability to adapt to changing priorities and respond effectively to emergency or time sensitive situations. Ability to maintain accuracy and attention to detail in a fast-paced, multi-branch library system serving over 309,000 visitors annually. Ability to build and maintain effective working relationships with others. Ability to communicate clearly and effectively both orally and in writing. Ability to maintain good planning and organizational skills. Ability to take and follow directions from supervisor. Ability to give directions to and gain compliance from assigned staff. Ability to perform strenuous work and routine work. Ability to maintain a valid Texas Driver License and a good driving record. Physical Effort Requirements Position will have the following exposures Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards. Local travel Minimum Qualifications Required Education and Experience Bachelor's degree from an accredited college or university in Business Administration, Finance, or a related field. At least five (5) years of experience in accounting, finance, public library settings, or related experience.Preferred Education:
A Master's Degree in Library Science from an ALA Accredited college or university is preferred. Valid Licenses and Certifications Required Licenses or Certifications Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment. As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
