DEFINITION
Account Clerk I:
Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.
Account Clerk II:
 Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience. Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City's financial system.
EXAMPLES OF DUTIES
Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; waits on counter; receives and receipts money; prepares records to open, change, maintains or closes utility accounts; performs routine arithmetical computations; issues business licenses and files various documents; reconciles invoices, requisitions and purchase orders; prepares payment authorizations; assists in preparing payroll, prepares purchase orders, meter books, cash receipts, journals vouchers and other routine data input for computer processing; operates adding machines; does routine typing of documents and precise computer data entry of financial data.
MINIMUM QUALIFICATIONS
Knowledge of:
Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.
Account Clerk II level:
 Methods, principles, practices and terminology used in complex financial accounting work; municipal bookkeeping principles; modern office methods and procedures.
Ability to:
Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis. Additionally, at the Account Clerk II level.; operate a personal computer, utilizing spreadsheet and word processing software; perform accounting tasks and operate office machines used in accounting or statistical record-keeping work; prepare and analyze financial statements, invoices and reports; make arithmetical calculations readily and accurately; train and supervise the work of a group of clerical assistants; work cooperatively with others; understand and carry out general instructions and work independently.
Experience:
Account Clerk I:
 One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.
Account Clerk II:
 Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.
Education:
Account Clerk I:
Graduation from high school or equivalent.
Account Clerk II:
 Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.

Medical Insurance Benefits - The City will contract with Teamsters Union Local 856 Health and Welfare packages for the purpose of providing employees with medical insurance benefits. B. Cafeteria Plan Allowance The City will provide each eligible active employee with a monthly Cafeteria Plan Allowance for the purpose of participation in a Section 125 Cafeteria Flexible Benefits Health and Welfare Plan. The City's monthly contribution will be as follows: No Coverage $500.00 Teamsters Teamsters Union Local 856 composite rate or amount equivalent to CalPERS Kaiser Bay area family rate, whichever is lower From the Wage Supplement Dollars, employees must purchase the following qualified benefits: City-sponsored life insurance ($50,000) Monthly premium at the current coverage rate of $0.235 per $1K effective 4/1/2021. City-sponsored dental/orthodontic insurance Maximum annual dental benefit $1,000 Non-PPO/ $1,100 PPO Maximum lifetime orthodontia $1,000 Monthly premium of $109.50 effective 1/1/2026 OR Teamsters sponsored dental plan C. Cash In Lieu Cash in lieu shall be $500 per month (see MOU for eligibility info) Employees have the option to purchase the following qualified benefits: Additional Term Life Insurance - Available in $10,000 in any amount between $10K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee. Voluntary Vision - Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan. C.

Employee Pays:
$ 8.50/mo ($4.25 biweekly for 24 pay periods) Vision Reimbursement Program Employees and their dependents are eligible for a maximum of $200.00 per year per family for frames or lenses. The reimbursement may be requested every 12 months. Effective January 1, 2026: the maximum calendar year reimbursement for frames and lenses will increase to three hundred dollars ($300.00). Effective January 1, 2027, the maximum calendar year reimbursement for frames and lenses will increase to three hundred and fifty dollars ($350.00). Effective January 1, 2028, the maximum calendar year reimbursement for frames and lenses will increase to four hundred dollars ($400.00). E. State Disability Insurance - Enrolled in State of CA Plan; Fully paid by the employee through payroll deduction. For 2026, the cost is 1.3% of base salary.
II. RETIREMENT - PERS 3
% @ Age 60 3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit. 2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation Employer contribution: 36.84% effective 07/01/25 Employee contribution: 8% for Classic Members or 8.00%• for New Members The employee contribution to the employer PERS contribution rate is 6.26% for bargaining units. The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis. Clerical Technical employees contributes 6.26% towards the employer's share of PERS contribution. III. Retiree Health Benefits The retiree health benefit for all employees hired on or after November 14, 2022 shall be limited to the PEMHCA minimum. For employees hired on or after November 14, 2022, the City shall contribute $50 per month to the current Mission Square retiree health savings account.

V. SICK LEAVE
- Affected employees may accrue sick leave at the rate of 12 working days per year (96 hours total). Pay out (one-half of employee's total accrued sick leave hours) applies ONLY at retirement, death, or abolishment of position. Employees hired on or after 7/1/20 shall not be eligible to cash out sick leave upon separation from employment.
VI. VACATION - 13
days after one year of employment; 18 days after five years of employment; 23 days after 13 years of employment; and 28 days after 21 years of employment. Full time shall be eligible to use accrued vacation during their probationary period upon approval of their department head or designee.
VII. VACATION CASH OUT
- On or before the pay period which includes December 15 of each calendar year, an employee may make an irrevocable election to cash out up to 40 hours of accrued vacation (in whole hour increments) which will be earned in the following calendar year at the employee's base rate of pay. On the pay day for the pay period which includes Thanksgiving in the following year, the employee will receive cash for the amount of vacation the employee irrevocably elected to cash out in the prior year. However, if the employee's vacation leave balance is less than the amount the employee elected to cash out (in the prior calendar year) the employee will receive cash for the amount of leave the employee has accrued at the time of the cash out.
VIII. LONGEVITY PAY
- Employees with 20 years of service with the City of Daly City receive $100/month.
IX. BILINGUAL PAY
- Effective January 1, 2026, $150/month
X. MILEAGE
