Hiring Department Fiscal Managers Fiscal Services supports university operations through financial process management and guidance. Job Description The Business and Finance Officer provides strategic financial and business operations support for the College of Arts, Sciences, and Education (CASE) and the Division of Communications, Outreach and Engagement (COE). Reporting to the Assistant Vice Chancellor for Business Operations and Strategy, the position works in close partnership with the Dean of CASE, Associate Deans, Department Chairs, the Vice Chancellor for Communications, Outreach and Engagement, and other university leaders to advance the financial and operational priorities of the assigned units. The Business and Finance Officer is responsible for financial planning, budget development and oversight, fiscal analysis, compliance, internal controls, and business operations. The position serves as a trusted advisor to leadership by providing data-driven recommendations, ensuring sound stewardship of university resources, and supporting strategic decision-making. The Business and Finance Officer collaborates with central administrative offices and department-level staff to promote efficient operations and compliance with university policies and procedures.
Essential Responsibilities:
Strategic Financial Planning and Budget Management (25%) Serve as the primary financial advisor to leadership within assigned units
Develop and maintain long-range financial plans that align with strategic priorities
Lead annual budget development, forecasting, and resource allocation processes
Analyze financial trends, enrollment impacts, salary commitments, and operational needs to support decision making
Identify opportunities for operational efficiencies, cost savings, and revenue enhancement
Evaluate the financial impact of strategic initiatives, new programs, and investments Financial Operations and Fiscal Oversight (25%) Oversee fiscal activities including revenues, expenditures, gifts, grants, endowments, and other funding sources
Monitor and reconcile departmental budgets and ensure accurate financial reporting
Review and process budget adjustments, journal entries, fund transfers, and other financial transactions
Monitor salary budgets, payroll distributions, and position funding
Review faculty startup packages, retention agreements, course buyouts, and other funding commitments for fiscal viability and compliance
Prepare and analyze financial reports, budget-to-actual comparisons, multi-year projections, and other management reports
Utilize university systems including PeopleSoft, Workday Planning, Power BI, Cognos, and related reporting tools Compliance, Risk Management, and Business Operations (15%) Ensure Compliance with University of Missouri System policies, campus procedures, and applicable regulations
Maintain effective internal controls and appropriate segregation of duties
Monitor fiscal, procurement, payroll, and business processes to mitigate risk and promote accountability
Review financial system security access and recommend process improvements to enhance operational effectiveness
Identify emerging operational of financial risks and recommend appropriate solutions Personnel and Administrative Support (10%) Review the fiscal aspects of personnel actions, including appointments, compensation changes, funding distributions, and position management
Partner with Human Resources to support compliance with university policies and position management processes
Assist leadership with workforce planning, recruitment budgeting, onboarding, and organizational changes
Provide guidance to departmental administrators on personnel-related financial matters Leadership and Operational Support (10%) Serve as a resource to department administrators and business staff across assigned units
Coordinate training and share best practices related to budgeting, financial management, procurement, and university business processes
Support continuous improvement initiatives that enhance operational effectiveness and consistency
Lead of participate in special projects and strategic initiatives as assigned Reporting and Decision Support (10%) Develop dashboards, reports, and analytical tools to support leadership decision-making
Analyze financial and operational data to identify trends and opportunities
Prepare presentations and reports for college, divisional, and university leadership
Support data-informed planning and performance assessment activities Campus Collaboration and University Services (5%) Collaborate with Finance, Human Resources, Research Administration, Procurement, Information Technology, and other campus partners
Represent assigned units on university committees and working groups as appropriate
Foster strong relationships across academic and administrative areas to advance institutional priorities
Perform other duties as assigned
Minimum Qualifications A Bachelor's degree or an equivalent combination of education and experience and at least 4 years of experience from which comparable knowledge and skills can be acquired is necessary Preferred Qualifications Bachelor's degree in Business Administration, Accounting, Finance, Management, or a related field
Coursework in accounting, finance, management, or business administration
Experience with the University of Missouri System
Experience with PeopleSoft, Workday Planning, Power BI, Cognos, and related enterprise systems
Experience supporting complex academic and administrative operations
Experience in budgeting, financial planning, and organizational analysis
Anticipated Hiring Range The anticipated hiring range for this position has been established as $53,976-$76,024 annually. Salary is determined by a variety of factors, including but not limited to, the individual's particular combination of education, skills, and experience, as well as organizational requirements.
