June 2026 SUMMARY The Accounting Clerk II works under the supervision of the City Recorder. This position bills, receives, and maintains routine records of cash receipts for payment of utility bills, licenses, fees and taxes. Work requires considerable skill in handling cash and making change, adherence to established procedures, strong customer service skills, attention to detail and strong clerical abilities.
EXAMPLES OF RESPONSIBILITY
Greets customers in person or by telephone, directs visitors to appropriate department, and provides customer service by resolving inquiries and concerns from citizens and other agencies regarding charges, delinquencies, refunds and services. Responds verbally or in writing to complaints relating to billing policies and procedures of City Recorders Office. Receives and processes payments from customers, verifying accuracy and posting payments to the proper accounts. Processes monies received by balancing, reconciling, and preparing daily deposits, balancing daily receipts, assigning funds to the proper accounts, reconciling deposits to cash register totals, balancing cash drawer, posting to the general ledger and reconciling all related totals. Accepts and assists with completion of new business license applications, bills renewals, and monitors delinquencies. Generates gas and diesel fuel and other miscellaneous bills as directed and maintains associated records. Investigates problem accounts, monitors payment recovery for returned checks, analyzes delinquent accounts, and follows through with collection efforts as established by departmental procedure. Maintains files of revenue source documents, account receivable records, correspondence, business license application forms, returned checks, solicitor permits, and other applications. Performs posting, reconciling and balancing of various accounts, posts vehicle work orders to maintenance system, balances weekly accounts payable invoices, assists with city court clerical functions as well as general departmental clerical support. Updates city records retention by establishing files and scanning appropriate documents into automated records system. Retrieves documents as requested and maintains accurate paper files when necessary. Assists with annual audit and other city projects as requested. Perfor4m related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
General knowledge of bookkeeping principles and practices. Ability to process monetary transactions in accordance with the City's policy. Ability to understand and follow oral and written instructions. Knowledge of City and department rules, regulations and procedures. Ability to establish and maintain an effective working relationship with associates, representatives of other agencies and the general public. Proficiency in the use of computers and software applications relevant to the position. Valid Tennessee Drivers License
EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS
High School diploma or GED required. College courses or degree preferred. Experience in cashiering, clerical work and data entry required. Experience in customer service or customer relations preferred. Any combination of experience and training that provides the required knowledge, skills and abilities.
