Serves as the, Financial Defense Travel System Administror (FDTSA) subject mter expert (SME), Defense Travel System (DTS) for the USPFO, and the ste ARNG including its supported units. Responsible for authorizing and setting up the correct lines of accounting for payment of Government funds. Performs a variety of analytical, technical, and administrive work for substantive programs and support activities. These programs are funded through a number of sources such as reimbursable accounts and transfer of funds between organizions. Program and funding are unpredictable and subject to change throughout the fiscal year. This necessites making frequent adjustments to budget estimes to different DoD organizions through the cross organizion. Responsible for the control and coordinion of all required actions to support successful deployments, operion and management of DTS for all military soldiers and Civilian employees using guidelines th often lack specificity due to changing mission requirements, i.e. changing travel destinions while en-route, delaying travel and foreign travel requirements. Functions include liaison between the USPFO/ste ARNG and Defense Finance and Accounting Service (DFAS) Project Management Office (PMO-DTS), regarding the functional use of DTS, monitoring and maintenance of DTS as well as identifying and analyzing problem areas, etc. Serves as the on-site subject mter expert for resolving especially difficult or sensitive problems with unit DTS. Provides analysis regarding the various accounting methods, procedures and techniques to valide DTS transactions. 30% 2. Implements and manages the day-to-day activities during system operions (e.g. personnel da download and review, business process analysis, DTA training and Defense Accounting and Disbursing System (DADS) and Commercial Travel Office (CTO) connectivity). Applies knowledge of various automed systems and their applicions to accomplish the tasks of the position, to provide input to long-range plans for automion, to use automion in the accomplishing the work of the DTS, and to support the assurance th the requirements of automed systems (da standards, security, etc.) are met. Coordines development of traveler profiles, organizional da, reporting, budgetary, and document flow procedures in DTS. Ensures system requirements and activities necessary to achieve the objectives are identified, met and resolved, including all technical, administrive and/or operional problems and conflicts. 20% 3. Responsible and accountable for the ste ARNG's da requirements, including the user profiles, organizion hierarchy, routing groups, per diem res and Lines of Accounting, etc. Maintains dabase of user informion and controls user access to Privacy Act Informion and travel documents. Coordines with each tenant organizion and/or subordine unit to identify an Organizional DTA (ODTA) for managing each organizion's fielding and operional DTS requirements. Establishes the Certifying Officer appointment process. Establishes and manages a training program for ODTA's, Authorizing Officials/Certifying Officials (AO/CO) etc. 20% 4. Researches the Federal Travel Regulions to help resolve employee issues and complex problems associed with travel. Acquires and updes personnel da used to establish traveler profiles in DTS. Maintains updes to DTS dabase when changes occur due to personnel actions within the main organizion. Manages the administrive setup structure within DTS and controls access to the major modules of DTS relevant to the access levels, i.e., organizional da and lines of accounting Analyzes travel documents and reports available in the DTS. Develops and formalizes help desk policies, processes, and procedures. Responsibilities include, but are not limited to trouble-shooting problems, developing processes for reporting, tracking issues and problems registered as help desk tickets, classifying help desk tickets, assigning them for corrective action, determining the root cause of problems as well as the process for verifying th ticket problems are resolved. 15% 5. Performs a variety of budgetary and administrive functions in implementing the organizion's travel program, policies, and procedures. Maintains the correct Lines of Accounting in DTS to corresponding fiscal year budgets. Monitors and updes budget da on a continuous basis. Modifies elements within the Lines of Accounting to reflect the new fiscal year da and determines wh method should be used to transfer the LOAs during year end conversion. Coordines with the USPFO Comptroller Division, Pay and Exam Supervisor for the collection of DTS traveler debts. Identifies system problems, discovers alterne solutions and recommends corrective actions. 15% Performs other duties as assigned.

SPECIALIZED EXPERIENCE
1 year equivalent to least next lower grade level. All personnel must be certified the next higher level before being eligible for th level. Experiences gained through military technical training schools or civilian academic courses are included in the one-year on-the-job experience.
