Technicians and gain ALARNG membership, all current federal employees, all U.S. Citizens Duties Help 1. Serves as a principal advisor to the CFMO regarding resource management. Inities, administers, and executes necessary actions for CFMO programs. Ensures regulory and procedural compliance with the Master Cooperive Agreement (MCA), and other Federal, ste, and local regulions. Develops internal controls and monitors programs to ensure ste priorities and mission objectives are achieved. Serves as a member of the Program Budget Advisory Committee (PBAC). Maintains liaison with Federal, ste and local budget activities and conducts multi-level coordinion with, but not limited to, USPFO, NGB, ste, Federal, local, and prive officials. Develops and oversees the real property operions and maintenance cost reimbursement program and ensures th services provided to non-ARNG entities are recovered and accounted for. (30%) 2. Oversees and performs program analysis, including planning, programming, budgeting, funds allocion, procurement, accounts management, internal controls, and reporting. Coordines project funding and approves special project funding requests. Ensures identificion of budget requirements and approves final submissions of financial plans and budget requests. Develops standard opering procedures for use of opering funds to ensure propriety of expenditures and funding obligions. Compiles fiscal funding reports; and advises the CFMO, applicable USPFO personnel/specialists, and ste personnel of funding stus and projected funding availability via briefings and/or written updes. Acts as the central point of contact for funds accounting among the Ste, USPFO, and other funding entities. (30%) 3. Provides expert guidance in the development and preparion of budget submissions, execution and closeout. Evalues and valides budget proposals. Reviews, edits and consolides annual and multi-year budgets and proposals for programs into consolided budget submissions, grants proposals and other funding requests, ensuring th da in requests are formally and accurely documented. (15%) 4. Analyzes and interprets historical informion and determines cost-factors for negotied agreements. Provides technical advice, reviews final drafts prior to execution, and manages financial execution of negotied agreements. Provides managerial accounting da to the CFMO and branch personnel to assist in the identificion of cost trends th may have extreme positive and negive impacts upon the ste's facilities' funding situion. (15%) 5. Plans and schedules work in a manner th promotes a smooth flow and even distribution. Coordines plans and schedules with other organizion managers and customers as approprie. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordines, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordine employees based on organizion priorities and considerion of difficulty and requirements of assignments such th the experience, training, and abilities of staff are effectively utilized to meet organizion and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigive, inspection/exercise, stregic planning, and administrive issues. Structures assignments to cree effective and economical positions. Coordines with other organizion managers and customers as approprie. Reviews organizion mission, functions, and manning. Identifies requirements and inities requests for additional resources including personnel, overtime, equipment, supplies, training, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems reled to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed critical points. Accepts, amends, or rejects work presented by subordines. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. (10%) Performs other duties as assigned. SPECIALIZED EXPERIENCE
All personnel must be certified the next higher level before being eligible for th level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a valided understanding of the basic principles and concepts of the occupional series and grade. The applicant's educional degree study program or military or civilian academic courses may substitute for some specialized experience.
KNOWLEDGE REQUIRED BY THE POSITION
  • A comprehensive knowledge of planning, programming, budgeting, and executing regulions (DOD, DA, NGB, ste, local and other federal), guidelines, and processes. A thorough knowledge of execution of NGB and ste programs to ensure stutes are adhered to and goals are met.
  • A comprehensive knowledge of NGB and ste goals, objectives, and priorities to ensure mission accomplishment.
  • A comprehensive knowledge of budgeting and program methods and procedures to execute multiple budgets.
  • A comprehensive knowledge and skill in the identificion, analysis, and resolution of a range of budgetary problems associed with program execution. Funds and goals are subject to changing demands th require reprogramming throughout the fiscal year.
  • Ability to apply analytical reasoning in the identificion, analysis, and evaluion of budgetary problems for the development of alternive solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendions for improvement.
  • A thorough knowledge of the form and composition of financial documention to support all budget processes.
  • A thorough knowledge of the authorizion and appropriion public laws governing the multiple ARNG and ste program appropriions.
  • Knowledge of ste and Federal accounting systems in order to appropriely administer CFMO programs.
  • A working knowledge of accounting principles and procedures to effectively execute Federal and Ste programs.
