Description:
Join the center of acquisition excellence at Space Systems Command (SSC) in sunny Los Angeles, California, and support the world's most advanced military space and missile technologies. In this dynamic Budget Analyst role, you will drive full-lifecycle budget operations-spanning formulation, execution, and closeout-while utilizing advanced financial systems (including CCaRS, DEAMS, and FM Suites) to evaluate organizational health, analyze funding data, and prepare detailed future-year estimates. Beyond routine budget administration, you will conduct independent financial policy research to streamline procedures, assemble and present critical budget justifications to General Officers, SES, and Congressional committees, and provide expert financial counsel to program staff. Furthermore, you will play a key leadership role by managing workflow, mentoring alternate analysts, identifying training needs, and continuously improving team production to support SSC's vital national security portfolio. The ideal candidate for this Budget Analyst position is a highly agile and innovative financial leader who possesses deep technical expertise in the Planning, Programming, Budgeting, and Execution (PPB&E) process. They must exhibit strong learning agility to grasp complex financial issues quickly, alongside the critical thinking skills necessary to challenge traditional paradigms and introduce creative, outside-the-box solutions to long-standing problems. An exceptional communicator and coalition builder, this individual can seamlessly collaborate across multiple echelons and directorates, translate dense financial data into strategic recommendations, and confidently brief senior-level leadership, including General Officers and Senior Executive Service (SES) members. Above all, they are a proactive problem solver with a proven ability to lead teams, manage resources strategically, negotiate mutually acceptable solutions, and drive project execution within strict budgetary and time constraints.Key Skills and Abilities:
Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. Requirements Conditions of employment U.S. Citizenship Required Must be able to obtain and maintain a Secret security clearance. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. May be required to work overtime on an unscheduled or emergency basis. May be required to travel by military or commercial aircraft in the performance of TDY assignments. This position is part of the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. This is a Financial Management Level 2 Certified position IAW the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training. PCS will be paid IAW JTR and AF Regulations. Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. This position is covered by a Bargaining Unit. Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework". Subject to Temporary Duty Assignment (TDY).
