BUDGET OFFICER
(GS-0560-12), you will provide management oversight and guidance to budget formulion and execution processes. The incumbent is recognized as a technical authority regarding fiscal and budgetary policy, law, and regulory guidelines for the organizion. This position accomplishes budget functions in support of organizional and Federal Nional Guard operions, training, and readiness missions and maintains staff responsibility over complex annual budgets. Serves as a Budget Officer responsible for all budgetary operions necessary to support plans, programs and activities of the organizion. Must have fundamental working experiences with valided understanding of the basic principles and concepts of the budget analysis occupional series and grade. Must have experience, educion, or training th provided in-depth knowledge of financial principles and procedures. Candide must have a comprehensive understanding of the principles and concepts of the Nional Guard financial budget business program requirements. A candide must have expanded experiences and training th demonstres the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulions, policies, and procedures. Some positions this grade level require least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner th promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments th creed effective and efficient procedures with measured and improved task processes. Serves as principal staff advisor to the senior leadership and top management personnel regarding maintaining a balance in the efficiency and economy of operions in accomplishing programmed objectives. Directs the review and oversight of budget formulion, justificion and execution, requiring the frequent contact with top management personnel. Develops, prepares and presents analyses and summaries of budget performance for management through such forums as resource advisory committee briefings, presentions, conferences and inspections. Performs special studies and selective reviews of budgetary programs and procedures. Formules and justifies budget requests for the organizional in considerion of historical costs up to five years, the current period of execution, and the effects of multi-year procurement and military construction appropriions. Prepares and submits these budgets in support of budget requests for military personnel, operion and maintenance (to include minor construction), emergency, and revolving fund appropriions.
