As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts. The Senior Budgeting Analyst in the Office of Financial Administration will be working under the supervision of the Associate Budgeting Analyst. The incumbent of this position will be responsible for the following duties, but are not limited to:
  • Assist in the preparation of the agency's budget requests based on a knowledge of Division of Budget guidelines, the State Finance Law, relevant agency programs and policies, previous budget requests, and applicable federal policies and rules.
  • Assist in the preparation of various reports and correspondence related to budget activities and advise agency staff on budget matters involving interpretation and application of fiscal rules and regulations of State and federal agencies.
  • Assist in the preparation of estimates for personal and non-personal services funding based on existing workload and future forecasts, and using knowledge of program information and agency priorities, analyze requests for reasonableness of need, approach, and cost.
  • Project annual revenue and disbursements for comparison throughout the fiscal year against actual disbursements and collections to ensure spending and revenue goals are being met and summarize identified differences in monthly reports on the Department's revenue activity.
  • Assist in the preparation, review and follow-up of agency spending (B-1184 requests). Ensure they adhere to rules and standards.
  • Prepare billings for State and Local entities.
  • Receive, record, and deposit Departmental receipts through use of the Statewide Financial System (SFS).
  • Report to the Office of the State Comptroller (OSC) on bank account transactions and balances and prepare monthly reconciliations between the deposits reported by the financial institutions and the Department's reports.
  • Process World Trade Center (WTC) claims to reimburse public authorities or municipal corporations for the cost of sick leave restored to officers and employees with a qualifying World Trade Center condition.
  • Perform other assignments as required.

Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under

will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an

title, employees may take part in any promotion examination for which they are qualified.

REASSIGNMENT QUALIFICATIONS
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a/an Senior Budgeting Analyst 1 if less than one year, you must be currently reachable on the Senior Budgeting Analyst 1 eligible list for the Albany location if one exists.
COMPETITIVE QUALIFICATIONS
You must be reachable on the current eligible list or eligible for transfer. 70.1 TRANSFER

SUBSEQUENT 55B/C QUALIFICATIONS
