A large County Government Precinct within Harris County is looking for a Budget Analyst III to support their Finance and Accounting department. Budget Analys plays a strategic role in guiding financials and leads the analysis of complex financial data, evaluates budget performance, and identifies key variances to inform executive decision-making.Responsibilities:
Analyzes financial data to detect discrepancies, ensures fiscal accuracy, and oversees fund disbursement using advanced analytics to support effective use of public resources and continuous financial strategy improvement. Prepares budget forecasts, journal entries, and budget transfers in accordance with GAAP and government policies and regulations. Prepares and monitors the annual operating and maintenance budget, create monthly financial reports, identify and research anomalies, and provides insight and recommendations to leadership based on financial data. Manages revenue fee contracts, asset auction and disposal revenue, and grant income recording. Ensures timely deposits and resolves revenue posting and budget discrepancies with the County Treasurer and the Auditor's Office. Advises on utilization of debt instruments, non-debt funding sources, funding availability, and ensures compliance with Debt Policy and funding restrictions.Qualifications and Requirements:
Bachelor's degree in accounting, Finance, or related area of study At least five (5) years of experience in an accounting or finance position At least three (3) years of experience in budgeting, forecasting, financial analysis, or related fields such as Financial Planning & Analysis (FP&A) Strong analytical and mathematical skills, proficiency in spreadsheets, and a solid understanding of government regulations regarding budgeting and financial management Proficiency in financial and project management systems like PeopleSoft, Monday.com, PowerBi Professional finance designation/licenses from one or more of the following or similar designations or entities: CPA, IPMA, CMFOA, or GFOA.Benefits and Perks:
