FAMU BOARD OF TRUSTEES
The FAMU Board of Trustees is the governing body of the University andis charged with policymaking for the University. Trustees serve without compensation and meet at least quarterly. The president serves asthe corporate secretary to the Board of Trustees. The president has the responsibility for the day-to-day management of the University.
FAMU FOUNDATION
The FAMU Foundation is a non-profit, direct support organization, established with the specificmandate to serve as a custodian of contributions from the private sector, alumni, friends, and industry. The Foundation receives, invests,and administers funds. The University President and the Senior Vice President and Vice President for Finance and Administration/CFO serve asex-officio members of the Board of Directors.
THE OPPORTUNITY
The Senior Vice President and Vice Presidentfor Finance and Administration/CFO reports directly to the President. Serving as the principal administrator and fiscal advisor to thePresident, the Senior Vice President will be an active participant on the President's Leadership Team and is responsible for ensuringresources are aligned to FAMU's mission as a land-grant, research university and top public HBCU. To accomplish this, the Senior VicePresident will coordinate closely with the following: Provost, General Counsel, Athletics, Facilities, Capital Planning,Advancement/Foundation, Research Administration, Student Affairs/Financial Aid, and the Board of Trustees Finance Committee. The Senior VicePresident manages the departments within Finance and Administration, including the Controller's Office, Human Resources, Office ofProcurement, Business and Auxiliary Services, and the University Budget Office.
KEY RESPONSIBILITIES
Strategic Leadership and Governance Advise the President and Board on financial strategy, multi-yearforecasting, revenue generation, debt capacity, liquidity, and enterprise risk; prepare financial materials for the Board of TrusteesFinance and Facilities Committees. Partner with the Provost on academic resource planning and with Research Administration on costpolicy, faculty and staff compensation strategy, and post-award grant financial compliance. Lead development of the annualoperating budgets; ensure timely, accurate submissions and reporting to the Florida Board of Governors, the Board of Trustees, thePresident's Office and, as necessary, to support other key stakeholder reporting and metric obligations. Enhance business processesto improve efficiency and cost effectiveness in University operations. Leverage technology and establish a data-drivenculture. Sustain superior service levels through ongoing monitoring, accountability, and recognition programs to reward excellentcustomer service. Financial Management, Reporting, and Internal Controls Oversee and directuniversity financial management, including the development, implementation, and review of fiscal policies and procedures to ensure theproper use of financial resources supporting University goals. Direct financial policy and analysis including forecasting, scenariomodeling, performance dashboards, unit budget reviews, and cost containment initiatives. Responsible for the development andimplementation of a comprehensive, multi-year financial model to guide strategic decision making through detailed analysis andprojections. Oversee accounting, financial reporting, and internal control systems consistent with GAAP/GASB and Floridapublic-sector requirements; ensure clean external audits. Responsible for tracking and reporting budget to actual performanceacross the enterprise and identifying lead indicators related to potential budget risks and concerns. Ensure timely, accuratefinancial reporting to the Board of Trustees, Board of Governors, and other state/federal stakeholders. Improve transparency andstrengthen internal controls to improve compliance and support strategic decisions. Treasury, Investments, Debt, andCash Management Manage cash, banking, short-term investments, and working capital; oversee debt strategy, complianceand investor disclosures. Evaluate and structure financing for capital projects (including Public Private Partnerships) incoordination with Facilities/Construction Planning. Procurement and Enterprise Operations Leadprocurement/strategic sourcing and payables Oversee financial performance of auxiliaries/enterprises (e.g., housing, dining,parking, bookstore, and media/auxiliary units), setting pricing, reserves, and service level metrics. Champion shared-servicemodels and continuous process improvements to enhance procurement efficiency, data accuracy, and organizational effectiveness. Grants, Compliance and Risks Ensure fiscal compliance for sponsored projects (post-award), includingallowability, effort reporting, cost share, and subrecipient monitoring. Enforce accountability measures for compliance withuniversity policies, regulations, and internal procedures. Oversee enterprise risk financing and insurance programs; maintainrobust internal controls. Systems, Analytics, and Process Excellence Sponsor the financialsystems roadmap (e.g., modern ERP such as Workday/Peoplesoft), data governance, automation, and analytics; champion shared-serviceefficiencies and continuous improvement. External Entities and Partnerships Coordinate withDirect Support Organizations (DSOs)—FAMU Foundation, Research Foundation, Athletics support entities- on financial policies, reporting, andrisk management; align gift, endowment, and research funds with University priorities. Serves on the University's Foundation Boardof Directors, as appointed. People and Culture Recruit, develop, and retain high-performing,staff within Finance and Administration; establish service standards and professional development pathways. Responsible forensuring contract administration for staff collective bargaining agreements. Develop and maintain a University-wide culture ofservice excellence. Conducts and documents performance evaluations in a timely manner for each subordinate. Assesses anddocuments subordinates' ability to comply with all relevant University policies, regulations, and operating procedures. Qualifications Bachelor's Degree required Licensed CPA preferred Higher education orpublic agency administration preferred; strong industry experience will also be considered Experience with federal and stateregulations and compliance requirements Experience managing finances for a complex organization Strong financial planningand budget management skills Proven leadership and staff development experience Experience managing complex financialsystems and data operations
PRESIDENT MARVA B. JOHNSON, J.D.
Marva Johnson has been appointed as thenext president of Florida Agricultural and Mechanical University (FAMU), bringing a wealth of experience in education, leadership, andpublic policy to the role. With a distinguished career spanning over two decades, President Johnson has been a prominent figure in both thepublic and private sectors. She previously served as the Vice President of State Government Affairs for Charter Communications inthe Southern Region and has held leadership positions on various educational boards, including the Florida State Board of Education, whereshe served as Chair. President Johnson's expertise in technology, education policy, and community engagement has made her arespected voice in shaping Florida's educational landscape. As FAMU's president, Johnson is poised to lead the university into a newera of growth and innovation. Her vision for FAMU includes strengthening its position as a premier Historically Black University, enhancingacademic programs, fostering research initiatives, and expanding opportunities for student success. President Johnson's appointmentmarks a significant milestone for FAMU, as she brings a unique blend of corporate experience, policy acumen, and a deep understanding of thechallenges and opportunities facing higher education in the 21st century. Tallahassee is the site of the Florida State Capitol, Supreme Court of Florida, Florida Governor's Mansion, andnearly 30 state agency headquarters as well as Florida A&M University.
