DESCRIPTION:
The Central Bucks School District, located in central Bucks County, is accepting applications from candidates interesting in joining our District as the Chief Financial Officer (CFO) In Central Bucks School District, the School Chief Financial Officer is responsible for overall support and financial operations of the district, including development maintenance of annual budget and long-range financial projections, purchasing, copy center, transportation, Community School, food services, insurance, payroll and Member of the Superintendent's Executive Leadership Team with a central role in school district planning and analysis of current programs, support systems and expenditures.
Essential Duties and Responsibilities:
Participates on the Superintendent's Executive Leadership Team. Participates with county and state organizations in staying abreast of school finance reform and other district-wide issues related to operations. Prepares and oversees the preparation of district financial reports. Ensures that report formats meet all state, local and in-district reporting requirements. Analyzes and approves periodic capital equipment requests and capital project planning. Serves as administrative liaison to the Board Finance and Operations Committee. Prepares and submits tax resolutions for the Board. Ensures the timely transfer of funds from taxing authorities to the district. Monitors tax appeals and SEV adjustments. Develop and plan proper and efficient business operations. Provide general supervision of all business affairs of the school district. Provide options for improvements in business office accountability and efficiency. Develop and recommend policies and operational procedures for all business-related areas. Analysis and trending of financial matters. Secure new funding/revenue sources. Overall investments and long-range planning. Interface with press, public and affiliated groups on business matters. Liaison with community for intergovernmental affairs. Represent the board and school district with community groups and organizations. Provide research-based efforts to improve operations and procedures. Maintain financial controls to ensure proper use of public funds. Assist with recruitment, hiring and training of appropriate staff. Responsible for the development and implementation of district-wide budget. Review insurance requirements and policies to insure the district from adverse risk. Oversee the management and development of the following departments: Purchasing Accounting Community School Transportation Food Services Grant Accounting Treasury Payroll
Supervisory Responsibilities:
Manages subordinate supervisors in the business support services, Community School, accounting, purchasing, food services, and transportation departments. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Provides insurance coverage for the district.
REQUIREMENTS
MBA with experience in financial and operations management at a senior level. Five years of school district experience is desirable.
Knowledge, Skills and Abilities:
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that confirm to prescribed style and format. Ability to effectively present information to administrators, public groups/community, and Board of Education. Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Personal computer and spreadsheet skills. Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with students, staff, and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to perform duties with awareness of all district requirements and Board of Education policies.
