HSE Compliance Manager Since 1993, SolstenXP Inc., has been a recognized leader in the oil and gas services industry. As an integral component of our overall product and service suite, we provide our customers with services in support of oil and gas operations management, exploration product management, drilling and workovers, decommissioning, and special projects for the industry. Under the general direction of the Operations Manager, the HSE Compliance Manager is intended to encompass a wide range of operational and reporting requirements to ensure the efficient and safe production of oil and gas at active gathering, separation, storage and pumping facilities located in the Cook Inlet Basin, Alaska. Duties and Responsibilities Maintain manual and computer database HSE-Related records. Prepare and present HSE Reporting. Perform incident, loss and near-miss investigations; interview involved parties and witnesses; gather and document required findings; recommend corrective/preventive actions. Communicate investigation findings with senior management and as required, to regulatory authorities. Conduct risk assessments and integrity reviews to identify behavioral, operational, and systemic risks; recommended controls to reduce harm and prevent recurrence. Act as key player in crisis response/management protocols. Collect and coalesce data, as may be needed from operational teams for the generation of reports to regulatory and compliance authorities. Work with operational and engineering professionals to maintain a quality management system, inclusive of safety and compliance, maintenance, and human resource management practices. Identify subcontracting needs and engage subject matter experts to provide specialized technical guidance as required. Manage subcontractors providing technical assistance or on-site physical services related to HSE and Compliance activities. Assembly of operational and environmental data for agency report preparation. Preparation and submittal of monthly, quarterly and annual reports to regulatory agencies for air quality emissions, spill reporting, production, injection disposal, etc. Maintain and update existing agency compliance matrix. Coordinate with operations personnel to ensure planned field activities are within regulatory compliance Update existing permits as necessary for operational and facility management changes. Periodic travel to operating locations to perform HSE and Compliance audits. Operational Requirements Ability to work in a fast-paced, physically and mentally demanding environment. Strong leadership, communication and organizational skills and ability to communicate with senior management, contractors and regulatory authorities. Work effectively with multi-disciplinary teams including safety, compliance, operations, engineering and accounting. Knowledge of the the principles and practices of occupational safety and health; industrial hygiene and environmental protection programs. Knowledge of OSHA Industrial Standards and Federal regulations and related state statutes/regulations or local ordinances. Knowledge and experience in training field and office personnel in HSE related protocols and initiatives using multiple delivery methods and media. Must have strong technical problem-solving and troubleshooting abilities. Ability to manage multiple tasks simultaneously. Proficiency in
Microsoft Office Suite:
Word, Excel, Outlook, One Drive. Proficiency in written and spoken English. Ability to become proficient in job specific software. Qualifications and Experience Minimum 2 Year Degree in Occupational Safety and Health or equivalent. Active Certified Safety Professional (CSP) or equivalent. 8 years oil field activity with minimum of 3 years of Alaska experience. Experience with generation and maintenance of corporate HSE Policies and Procedures. Experience with collection, tracking and reporting HSE statistics as well as creating related KPI Targets Training in incident investigation processes. Experience with planning and executing spill response drills. Experience with preparation of permit compliance reports for agency submittal. Possession of valid Driver's License. Possession of, or ability to obtain recognized safety certification as required. Ability to work legally in U.S.A. Alaska residence. Successfully pass a comprehensive background check/motor vehicle report, drug/alcohol screening and pass pre-hire physical.
