Job Description

EEC Environmental is seeking an experienced Sr Environmental Compliance/EH&S Manager to serve in a leadership role with our team in Orange, California. This role plans, executes, and coordinates environmental regulatory compliance projects across multiple client programs, including stormwater, hazardous materials and waste, tank compliance, permitting, and compliance audits. This position also offers an opportunity for advancement to Principal, recognizing individuals who demonstrate strong leadership, client development, and organizational impact. This position requires a self-directed professional who takes ownership of work, researches and interprets regulatory requirements, and develops practical compliance solutions in real time. The successful candidate must be comfortable operating in situations where direction may be limited, priorities shift, and advance work with minimal supervision while collaborating effectively with internal teams and clients. EEC is a national environmental consulting firm that specializes in assessment and remediation of soil, soil gas and groundwater; environmental compliance; and storm and wastewater design and consulting. RESPONSIBILITIES
  • Support compliance with Federal, State and local regulations and identify areas of improvement
  • Meet reporting deadlines and track compliance
  • Perform field inspections
  • Develop standard operating procedures (SOPs) and program manuals
  • Conduct environmental heath and safety, and compliance audits following Federal and State regulations and prepare audit reports
  • Evaluate regulatory applicability and conduct rule research and interpretation
  • Maintain and enhance established environmental management programs
  • Interact with clients and regulatory agencies
  • Business development
  • Perform environmental due diligence and compliance assessments at industrial and commercial facilities, and implement follow-up corrective actions to ensure compliance with federal, state, and local regulations. Manage hazardous and non-hazardous waste and materials. Provide clients with regulatory guidance and assistance with maintaining regulatory compliance.
  • Advance projects even when direction is evolving by identifying next steps and proposing solutions
  • Develop working knowledge of new compliance topics through independent learning and collaboration
  • Exercise professional judgment when navigating ambiguity, competing deadlines, and incomplete information Provide training to clients Manage and communicate results, budget, and schedule information to the client, program managers, and company leadership.
Identify new clients and/or develop additional work within an existing project or with an existing client (i.e., business development). Support compliance with federal, state, and local environmental regulations and identify areas for improvement Research and interpret unfamiliar environmental regulations and apply them to client operations Advance projects when direction is evolving by identifying next steps and proposing solutions Develop working knowledge of new compliance topics through independent learning and collaboration Exercise professional judgment when navigating ambiguity, competing deadlines, and incomplete information Manage multiple projects simultaneously while meeting deadlines and maintaining technical quality Conduct field inspections, compliance assessments, and environmental audits Develop SOPs, program manuals, and compliance tools Maintain and enhance environmental management programs Manage hazardous and non-hazardous waste and materials programs Provide clients with regulatory guidance and support ongoing compliance efforts Prepare technical reports and communicate results, schedules, and budgets to clients and internal teams Interact with clients, regulators, and project stakeholders Provide client training and implementation support Perform environmental compliance assessments and support corrective actions Support proposal development and identify opportunities for additional client support The successful candidate will demonstrate: Ability to work effectively without step-by-step direction Confidence researching and interpreting regulations in unfamiliar subject areas Comfort starting projects without prior experience and building expertise through execution Initiative to identify next steps, ask the right questions, and move work forward Strong problem-solving and critical thinking skills Ability to manage multiple deadlines and competing priorities Resilience and accountability in a fast-paced consulting environment This role is best suited for professionals who are resourceful, self-directed, and motivated to learn by doing while delivering results for clients. Technical Areas of Experience Necessary Hazardous Waste and Materials Preparation of contingency plans Hazardous waste and materials inventories CERS reporting and regulatory coordination Compliance audits and corrective action planning Tank Compliance Aboveground Storage Tank inspections and compliance support SPCC Plan preparation, implementation, and amendments Tank inventory management and regulatory documentation Secondary containment and inspection program development UST compliance program support and familiarity with tank system requirements Wastewater Industrial wastewater discharge permitting support Pretreatment program evaluations and documentation Development and revision of program basis documents, ERP, and SOPs Support in technical evaluation of local limits Preparation of SMR, annual, and surcharge reports Stormwater California Industrial General Permit implementation and compliance tracking SWPPP development and program implementation Stormwater sampling coordination and reporting BMP development and implementation Construction SWPPP and BMP program support
REQUIREMENTS
Bachelor's degree in environmental science, engineering, geology or related discipline. 10-15+ years of experience in environmental compliance or consulting experience Strong knowledge of applicable environmental regulations Demonstrated ability to independently manage projects and client relationships Experience conducting environmental compliance audits and regulatory evaluations Self-driven and self-motivated Excellent technical writing, organizational, and communication skills Self-driven and accountable with strong time management skills Ability to manage multiple priorities in a consulting environment Ability to travel for site visits and client support as needed
