Director of Contract Compliance and Procurement Services Application Deadline 6/29/2026 Full-Time Regular 201528 [C26-029] Director of Contract Compliance and Procurement Services Fiscal Affairs Central Connecticut State University invites applications to join Fiscal Affairs as a full-time Director of Contract Compliance and Procurement Services. About CCSU's Fiscal Affairs Fiscal Affairs provides accounting and administrative support to the campus, in compliance with all federal, state, and international accounting guidelines. The Chief Budget and Compliance Officer leads the Fiscal Affairs team, which includes Accounting, Accounts Payable, Budget, Contract Compliance & Procurement and Travel. Position Profile Manages the daily operations of Procurement Services as well as contract compliance for all contracts originating from Central Connecticut State University, including negotiation, preparation, and contract oversight to ensure proper controls over contracting procedures and contributing to sound fiscal and administrative management.

Supervises professional and/or support staff.
Position Responsibilities:
Plans and manages all contractual and procurement activities for the university. May assist with Requests for Proposal (RFPs), purchase orders, personal service agreements (PSAs), student affiliation agreements and various license agreements. Assists in the development, negotiation, and finalization of vendor agreements for signature, as well as monitoring contracts for compliance with state and federal statutes, Board of Regents policies, the Attorney General's guidelines, internal procedures, and contract terms and conditions. Develops and implements contract compliance policies and procedures, to ensure sound fiscal management and compliance with the State Code of Ethics. Creates operating policies and procedures related to procurement/purchasing. Coordinates with the CSCU System Office, the Department of Administrative Services and the State Attorney General's Office on any system-wide contractual activities, ensuring proper compliance with all prevailing regulations, policies, and procedures. Develops, publishes, and implements detailed purchasing and contract compliance policies and procedures for the university to ensure sound fiscal management. Conducts educational sessions to distribute information to the university community. Negotiates for approval by the Chief Budget & Compliance Officer and directly manages contract administration of specified auxiliary service contracts including, but not limited to, food service, bookstore, laundry, and vending. Manages budgets for Procurement Services. Oversees and manages the university's Record Information Management Program. Oversees and manages the day-to-day operations of the university's Purchasing Card Program. Administrates and oversees the university's insurance policies, acting as the liaison to the State Insurance and Risk Management Board and CSCU System Office. Responsible for the university's Set-Aside Program for small contractors and minority business enterprises. Prepares analytical reports for the Chief Budget and Compliance Officer, such as periodic and ad-hoc reports. Performs other duties and responsibilities related to those above which do not alter the basic level of responsibility of the position. Knowledge, Skills and Abilities Demonstrated ability to develop complex and involved contracts, negotiate these contracts with vendors and service providers, and manage and monitor contracts in accordance with their terms and conditions, state and federal statutes and regulations, Attorney General guidelines, Board of Regents policies and State Code of Ethics. Knowledge of the basic principles of risk management and insurance programs including safety and loss control techniques. Demonstrated experience in developing (RFPs and other such justification documents. Demonstrated knowledge of applicable state and federal statutes, and procurement best practices. Demonstrated ability to manage the work of support staff, if applicable. Ability to use personal computers and associated software. Considerable oral and written communication skills. Knowledge of basic principles of contract law including the ability to read and understand legal documents. Credentials and/or experience substantially comparable to the above may also be considered. Education:
All applicants must possess a Bachelor's degree in accounting, purchasing management, financial management, or a relevant business or public administration concentration.
Experience and Training:
Six (6) years of related experience in business, purchasing and/or contract law and administration. Ideal Candidate Preference will be given to applicants with the following: Prior or current experience with the State of Connecticut statutes and regulations and Attorney General guidelines.
