Job Summary The Director of EEO and Title IX Compliance is responsible for fostering a culture of compliance and awareness while ensuring adherence to federal, state, and local regulations and institutional policies. This includes managing sensitive claims of sexual misconduct, discrimination, harassment, and accessibility or accommodation needs with empathy and professionalism. Reporting to the Chief Human Resources Officer (CHRO), the Director navigates complex investigations, institutional responsibilities, and compliance efforts while collaborating with University leadership to align EEO and Title IX strategies with the institution's goals. This position also develops and delivers education and training programs that promote compliance and a respectful environment. Supervision Exercised This position may have one or more full-time direct reports and may also manage or direct other staff or student workers as needed. The position has extensive relationships with Senior HR Business Partners, HR staff, and with leaders and stakeholders in all Colleges and Divisions. Essential Functions The following examples of duties illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position: Serves as the University Title IX Coordinator and 504 Coordinator. Ensures institutional compliance with Title IX, Title VII of the Civil Rights Act, ADA, and other related laws/regulations. Conducts and/or directs investigation of discrimination complaints (including but not limited to, Title VII, Title IX, Section 504, federal and local disability law, CSCU Board of Regents Policies) in partnership with Human Resources and other relevant offices. Ensures timeliness, impartiality, confidentiality, and legal accuracy. Ensures production of thorough and accurate reports, findings, and other relevant documentation. Leads the development, delivery, and evaluation of compliance training required to comply with institutional, state, and federal law. Partners with Human Resources and other campus stakeholders to coordinate training opportunities as needed. Stays informed of current laws and trends by maintaining up-to-date knowledge of state and federal regulations and best practices related to harassment and discrimination in workplace and educational settings. Serves as a resource and provides assistance as needed on non-discrimination policies, reasonable accommodation process, investigation process, and other procedural and technical questions from faculty, staff, administrators, and committees. Provides guidance and recommendations as needed to campus leaders and colleagues to ensure consistent approaches to equity, equal employment opportunity, and civil rights matters. May supervise staff, including work allocation, performance evaluations, and professional development. Qualifications Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.). Incumbents are required to have demonstrated advanced knowledge and abilities in the following: Bachelor's degree and six or more years of experience managing cases related to federal and state-mandated compliance areas, including Title VII, ADA, discrimination, harassment, retaliation, and sexual misconduct, required, Master's degree in a relevant field or law degree strongly preferred. Comprehensive knowledge of nondiscrimination laws and compliance regulations, including Title IX, the Clery Act, VAWA, FERPA, and due process protections as they apply to student and employee conduct proceedings. Expertise in investigation techniques, including conducting effective party and witness interviews and producing high-quality written work products. Completion of Title IX Investigator Training through a nationally recognized organization strongly preferred. Excellent interpersonal, written, and verbal communication skills, with proficiency in public speaking and delivering presentations. Strong work ethic and attention to detail with the ability to execute routine and special projects independently and effectively. Proficiency with technology, particularly word processing, spreadsheets, and presentation software (e.g., Microsoft Word, Excel, and PowerPoint). Outstanding planning, organizational, and time-management skills to meet competing deadlines and project demands. Creative problem-solving abilities to address complex issues effectively. Team-oriented mindset, with a proactive approach to tasks and the ability to take initiative. These requirements may be waived for individuals with comparable education, skills, and experience. Work Environment Incumbents typically perform their work in offices on site at the university. The work involves extensive use of personal computers, but does not, normally, involve any significant physical effort.
