Job Description

Introduction \r\nThe Division of Air Quality monitors and regulates all emissions to the air. It issues permits to construct and permits to operate air contaminant sources. It maintains emission inventories from business and industry. It develops the State's implementation plan as required by the Clean Air Act. It adopts new regulations and supports enforcement of existing regulations. And it permits and inspects asbestos removal efforts.\r\n \r\nClick here for more information about the Division of Air Quality.\r\n\r\n Summary Statement DNREC Division of Air Quality is looking for 2 Engineer Program Manager I's, one in Kent County and the other in New Castle County. These positions supervise permitting and compliance work for minor and major air emission sources in the State of Delaware. Air permits authorize the construction and operation of equipment at facilities. Compliance work ensures that businesses are operating in accordance with the Federal and State regulations as well as in a responsible manner that is protective of the air quality of the State of Delaware. Each position manages technical staff in addition to attending various local, regional, and national meetings dealing with air program issues.\r\n Essential Functions Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Drafts, develops and modifies engineering designs, plans and specifications. \r\n \r\n \r\n Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. \r\n \r\n \r\n Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. \r\n \r\n \r\n Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. \r\n \r\n \r\n Tests or evaluates materials, equipment, systems and facilities. \r\n \r\n \r\n Plans and coordinates engineering projects.\r\n \r\n \r\n Reviews, analyzes and reports on the status of projects and/or regulatory conformance.\r\n \r\n \r\n Develops cost estimates for project time and materials.\r\n \r\n \r\n Provides technical guidance and training to technical staff. \r\n\r\n Job Requirements \r\nJOB
REQUIREMENTS
for Engineer Program Manager I \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada. \r\n Six months experience as a project engineer in (Civil, Environmental, Chemical, Mechanical, and Industrial) which includes managing engineering programs and projects. \r\n Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.\r\n\r\n\r\n Additional Posting Information \r\nThis posting may be closed on or before (10/29/2024) upon filling the vacant position(s).\r\nThe State of Delaware recognizes the value of�telework and flexible working schedules.
