Job Description
May be eligible for sign-on bonus: Local applicants - up to $2,500 Out of area/Relocating - up to $7,500 The following education and experience will be accepted: Bachelor's degree in environmental engineering/science/technology, construction management, public administration, or other closely related fields plus a minimum of five (5) years of experience in managing and/or coordinating regulatory compliance programs; OR Associate degree in environmental engineering/science/technology, construction management, public administration, or other closely related fields plus a minimum of seven (7) years of experience in managing and/or coordinating regulatory compliance programs. A minimum of three (3) years of supervisory experience required. Knowledge of federal, state, and local regulations and rule-making procedures governing utilities operations required. Experience in EMS and Health and Safety initiatives in a utilities department, municipality or other governmental agencies is strongly preferred . Technical knowledge and experience with asset management programs is preferred. Must possess a valid Florida Driver's License and have and maintain an acceptable driving record. Code 1 : Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee's Department Head will make the determination as to who will be required to work. Under limited supervision, plan, direct, coordinate and manage the City of Palm Bay Utilities Department's compliance and performance reporting functions. Ensures the Department meets all regulatory requirements and internal performance goals while maintaining established Environmental Management System (EMS) standards. Coordinates compliance verification activities, evaluates regulatory submissions and monitors performance across all utility divisions including potable water, wastewater and reclaimed water operations. Provides professional support and consultation to the Utilities Director, administration team, division managers, planning staff, engineers and operations personnel regarding environmental impacts, compliance status and future regulatory trends. Supervises professional staff responsible for compliance verification, reporting and environmental management systems. Reports to Utilities Director or designee.
ESSENTIAL JOB FUNCTIONS
Plans, organizes and manages the Utilities Department's multiple compliance and performance reporting programs. Prepares and delivers comprehensive written reports summarizing audit results, performance metrics, permit modifications and compliance findings. The position requires exceptional communication, analytical and writing skills to evaluate program data, interpret regulations and present performance outcomes to internal leadership, external agencies and elected officials. Reviews permits, processes compliance applications, develops and maintains compliance schedules and reporting tools to measure the department's performance and ensures timely submissions to state, federal and local regulatory agencies. Tracks milestones, verifies data accuracy and confirms that documentation meets all regulatory requirements. Collects, analyzes and reports on departmental performance data, including operational reliability, water quality, wastewater treatment efficiency, customer service, asset management and sustainability goals. Creates visual and written reports that communicate performance trends to management and stakeholders. Coordinates with managers responsible for cross-connection control, water quality and fats-oils-grease (FOG) programs to ensure compliance is achieved and accurately reported. Evaluates documentation, identifies potential gaps and supports continuous improvement through corrective and preventive actions. Develops, implements and maintains administrative procedures to improve accuracy and consistency in compliance and performance reporting. Conducts internal technical reviews and develops recommendations to optimize the use of human and material resources while meeting compliance and efficiency targets. Serves as the primary liaison with regulatory agencies for matters related to permits, audits, and performance reporting. Coordinates responses to compliance inquiries and ensures corrective actions are tracked to resolution. Ensures adherence to established policies, procedures and standards. Reviews, develops and implements policy and procedures, as necessary, to improve program efficiency, and conducts staff meetings or prepares correspondence to disseminate information. Receives, reviews and acts on plans and procedures developed by staff, as appropriate. Reviews various reports, including activity logs and incident reports, and approves actions or makes recommendations for Departmental procedures. Conducts simple and in-depth research, as necessary, to project long-range needs for overall utilities system operations and enhancement of technology, and associated cost estimates. Prepares and presents oral and written reports to Utilities Director and other management personnel as requested or otherwise deemed appropriate. Confers with division management and consulting engineers to determine proper operation of distribution and collection systems and/or modifications available to improve efficiency. Prepares and/or modifies specifications for equipment and materials, reviews bid proposals and recommends award of purchase contracts. Assists in development of annual budget proposals and assists in analyzing budget requests of various Utilities divisions and programs. May conduct research to develop long-range capital expenditure plans . Informs and advises officials of the City, Brevard County and other public and private sector agencies, as appropriate, about financial, engineering, and other needs of the system. Receives complaints and/or inquiries from Utilities customers and/or the general public pertaining to Utilities and personnel activities, policies, procedures, etc., and responds based on considerable knowledge of Utilities Department policies and activities, or initiates further review and investigation of complaints by appropriate personnel. Confers with parties involved and reviews available documentation and prepares verbal and/or written responses and recommendations for presentation to offended parties, personnel involved and appropriate supervisory personnel, as appropriate. Directs such corrective action as warranted by customer inquiry or complaint. Develops and implements processes, procedures and administrative controls. Performs internal technical and process audits and develop corrective recommendations to optimize the use of human and material resources. Collaborates with City staff to develop sustainability initiatives, performance dashboards and data-driven evaluation tools. Provides analysis and technical guidance on the environmental and operational impacts of utility programs and future regulatory requirements. Ensure Environmental Management System (EMS) requirements are maintained in accordance with the Department's policies and procedures. Oversees training related to the EMS requirements. Evaluates and reports on the effectiveness of the management systems programs and coordinates the preparation, review, publication and distribution of documents, manuals and associated records. Prepares professional written reports, summaries, and presentations for the Utilities Director, City leadership, and external regulatory agencies. Communicates clearly and accurately regarding compliance performance, regulatory risks, and departmental achievements. Performs other related work as required to support Utilities Department operations and the City's overall environmental compliance and sustainability goals.ADDITIONAL JOB FUNCTIONS
