This position supports all of our programs, including Interim Housing, Permanent Supportive Housing, Rapid Rehousing, and a drop-in Daytime Support Center. For more information about Sarah's Circle, visit https://sarahs-circle.org/ Summary The Sr. Manager of Compliance & Data Reporting is a highly engaged, field‑connected role that actively supports and improves the organization's delivery of services. This position works closely with program management to strengthen service quality and monitor compliance with government funding requirements and reporting. This position is regularly present in program operations—reviewing workflows, observing service delivery, auditing case documentation, identifying challenges, and partnering with staff and leadership to implement practical improvements. Additionally, this role maintains the agency's reporting dashboard, translates program data into actionable insights, communicates performance results to internal and external stakeholders, and provides hands‑on training and technical assistance to staff. This role serves as a bridge between policy requirements and frontline practice, helping translate complex requirements into clear, actionable guidance. Responsibilities Compliance & Monitoring Monitor program compliance with private and government funding requirements (e.g., HUD, state agencies, local municipalities, private foundations). Serve as Agency Technical Administrator (ATA) for HMIS, serving as internal point person for the agency's users. Conduct regular internal audits of HMIS, case files, and program data to ensure accuracy, completeness, and compliance. Identify compliance risks, collaborate with program managers to develop corrective plans, and track follow-up. Maintain up‑to‑date knowledge of applicable regulations, contracts, and reporting standards. Data Management & Reporting Maintain and manage a program reporting dashboard for the organization, ensuring timely, accurate, and meaningful data visualization. Analyze program performance data to track outcomes, trends, and compliance metrics. Prepare and submit required reports to government funders and other external stakeholders by established deadlines. Develop clear internal reports for leadership, Development Department, and program teams to support decision‑making, fundraising, and continuous improvement. Develop and manage internal tracking system for transportation assistance. Training & Technical Assistance Train program and case management staff on proper case documentation, data entry standards, and reporting requirements. Develop user-friendly training materials, job aids, and written procedures related to data collection and compliance. Provide ongoing technical assistance and coaching to staff to improve data quality and compliance performance. Serve as a resource for staff questions related to reporting systems, documentation standards, and funder requirements. Collaboration & Process Improvement Collaborate with program, finance, development, and operations staff to align data systems, reporting processes, and compliance practices. Serve as agency representative on Continuum of Care workgroups, committees, and panels (e.g. LEI submission appeals panel) and relay information to program management. Recommend and implement improvements to data collection workflows and reporting tools. Support grant applications, renewals, and monitoring visits by providing accurate program data and documentation. Perform general tasks or other duties, as assigned by supervisor. Qualifications Education & Experience Bachelor's degree in Public Administration, Social Work, Data Analytics, Nonprofit Management, or a related field (or equivalent experience). 5+ years of progressive experience in program compliance, data reporting, or grants management within a social service or housing nonprofit. Experience working with government‑funded programs and compliance requirements, preferably in housing and homelessness programs preferred Experience training staff or providing technical assistance. Familiarity with HMIS or other case management/data reporting systems. Experience building or managing dashboards using tools such as Excel, Power BI, Tableau, or similar platforms preferred. Skills & Competencies Strong attention to detail and commitment to data accuracy Strong analytical skills with the ability to interpret and present program data clearly.
